About Me

Alba Iulia City Hall is the local public authority in charge of providing local services to the citizens. More than 700 employees work within the Municipality (contractual or public servants but also the personal assistants in charge with social assistance for categories at risk). The Municipality provides a democratic local government of the city of Alba Iulia. Among its activities and objectives, we mention:

- to ensure the provision of public services for the inhabitants of Alba Iulia Municipality in a sustainable manner, respecting the equality of chances, combating discrimination and segregation;

- to restore, to preserve cultural and heritage objectives, and to promote them and the city activities and cultural events held periodically to make contact with citizens, businesses all the traditional means but also through modern social media;

- to promote social and economic development through innovative integrated approaches, tackling unemployment and facilitating the transition of disadvantaged categories from school to the labor market or from a job to another;

- to promote a safe and healthy environment, with a particular focus on the environmental dimension and innovative urban strategies;

- to involve young people and stakeholders in European projects, ecological activities, conducted annually; in these activities, municipality involved also the citizens of the town.

- to encourage the involvement of citizens and of nongovernmental organizations in the matters of local government, stimulating the dialogue between youth and decision-makers;

- to make sure the citizens of Alba Iulia benefit from a healthy living environment and from good living conditions;

- to shape and implement consistent, credible, inclusive and coherent education and employment policies for youth, women, ethnic minorities and other categories at risk.

 

Concerning European projects and funds, among the departmental capitals in Romania, Alba Iulia is the one with the highest absorption rate of European funds per capita (according to the World Bank). It is also the only city in Romania to have rating from an international agency: Moody’s. Starting 2013, the Municipality transparently placed the expenses of public money under the supervision of a rating agency. Moody’s is mentioning a careful budget management reflected in solid operational over-plusses, good financial performances and comfortable liquid reserves. On December 15th 2015, the Moody’s rating improved from “stable” to “positive”.  

In 2014, Alba Iulia became the first city in South-Eastern Europe to sign an agreement with the World Bank in order to get an evaluation of its public policies, strategies, planning and local projects for a better evaluation of funding opportunities from the European Commission 2014-2020 and from other sources. The strategic partnership with the World Bank resulted in the evaluation of long-term development strategies and the prioritization of 13 projects – out of 350 – which are to be implemented until 2020.

Alba Iulia has a significant experience in attracting external funds: in the last 10 years, more than 150 million euros were absorbed from EU funds, from UNDP, from the Romanian government and so on.

Another remarkable point is the political stability of the town – a guarantee of the continuity for all the projects which are being implemented: the mayor of the city gained the 5th mandate in 2012 and is fully supported by the community and by the political class for pursuing the city development.
