Senior public policy, legislative, and regulatory consultant with 20+ years of experience. He worked with startups and entrepreneurs across industries to establish innovative digital activities employing IP assets and built networks with innovation support institutions in Egypt, Jordan, Lebanon, Kuwait, Saudi, Oman, Morocco, Tunisia, UAE, and Bahrain. He organised and participated in hundreds of legal capacity-building programmes for judges, prosecutors, police, attorneys, businesses, entrepreneurs, and government officials. He restructured Kuwait's patent and trademark office and Egypt's trademark and industrial design department.
Hegazy drafted cybercrime and data protection laws as head of the Legislative & Regulations Committee in the Ministry of Communication and Information Technology. He participated in drafting the Central Bank law's technology chapter, ICT road transport, SMEs law, startups, and financial regulatory authority law. On data privacy, online kid safety, cybersecurity, intellectual property, cybercrimes, digital payment, SMEs, digital transformation, and e-commerce regulations, he encouraged multi-stakeholder engagement. He wrote the Prime Minister's Supreme Council of AI decision.
UN-ESCWA assigned him to draft e-commerce and consumer protection law for Libya. He supported UNODC activities to draft Iraqi Digital Evidence Law. Ernst & Young "EY" contracted him to draft regulatory frameworks for the Saudi government.
He has worked with the EU, USAID, WIPO, OECD, GIZ, and others on public policy, legal drafting, regulatory reform, and training initiatives to develop institutions, capacity-building, and regulation drafting.
He has extensive experience working with government agencies and businesses on legislative, regulatory, and public policy problems to improve investment conditions.
Hegazy also teaches in Cairo University's Faculty of Mass Communications, the Egyptian Police Academy, the Arab Academy for Science and Technology, the National Judicial Studies Centre, and others.
