PAC is based in India and majority of our work is primarilly in South-Asia, while we are part of a Global Network. PAC is looking for:

1. Collaboration / Partnership / Consortia opportunities with Institutions based in Europe

2. For programmes / projects with India or Europe as geography

3. Inviting Europe based candidated (Students, Researchers, Practitioners) to undertake short-visit, pilot-projects / apply for fellowships at PAC.

4. Senior Consultant with extensive experince in Governance and Public Policy to represent PAC in Europe.

Public Affairs Centre, Bangalore, a not-for-profit organization established in 1994, is dedicated to improving the quality of governance in India. Our focus is primarily in areas where citizens and civil society organizations can play a proactive role in improving governance. PAC undertakes and supports research, disseminates research findings, facilitates collective citizen action through awareness-raising and capacity-building activities, and provides advisory services to state and non-state ; PACs five thematic areas of research include:

PAC’s strength is its ability to provide strategic direction for long-term projects, with across the board support ranging from concept definition, methodology and research-design, plans for implementation, monitoring and evaluation and further on to measure the output, outcomes and impact of interventions. PAC has constantly built innovative tools and methodologies to suit specific requirements and aligned to dynamically changing needs of social development.

Based on its foundational strength in evidence based research, experience with assessment-instruments and survey-tools; and, understanding of government policy and public schemes; PAC can offer high quality of inputs, advice and support to building institutional-frameworks that are capable to match needs of the populace and effectively deliver services.

PAC's extensive work with Accountability Instruments to gather required information, includes many well-framed tools such as the Citizen Report Card and the Community Score Card for structured surveys. Through inputs gained from bottom-up approaches and voice of the users, PAC has assessed the service delivery of various government public schemes. These projects were meant to analyse the gaps, impart awareness and enhance capacity of citizens to increase off-take. The process also involved working closely with the provider-side, government departments and officials, to gain their perspective and better align the scheme interventions to meet needs. These tools will be appropriate for use in this project.
