Water Resources Centres Network for regional and local management of rivers (AQUA-FIL)

AQUA-FIL aims to provide regional authorities with an opportunity to exchange and transfer experiences on the implementation of the European Water Framework Directive and other national laws. In doing so, they will create an integrated, sustainable and participative approach to river management. Through INTERREG IIIC, this operation is able to enlarge the network previously created under the Ecos-Ouverture programme and to increase interregional cooperation in order to improve regional and local politics on integrated river management. Achievements: Achievements so far The individual project AQUAFIL (2004-2007) involved 7 partners from 6 countries and developed water resources centres network for local and regional management of rivers, in order to support the implementation of the European Directive on Water.During 2004-2007, four types of activities were developped in order to transfer knowledges and to implement pilot actions for the management of rivers:1. Management and coordination: 7 steering committees were organized, gathering technicians and elective representatives and technicians. Along the general coordination of the project (financial matters and coordination of activities), Steering committees were the occasion to organize technical visits in order to analyse the progress of the situation in each region. The on-going development of the website permitted to diffuse documents produced by all Water Centres between the partners. The technical visits allowed elective reprensentatives to be involved in the project as real stakeholders. In January 2007, the seminar organized at the Committee of the Region before the Steering Committee was an opportunity to share experiences and make contact with other European project in this field. 2. Development and enlargement/network Water Resources Centres: The services of Water Centres implemented under previous cooperations (Eco’s Ouverture programme) have been improved, and 2 Water Centres have been created in Ivancsa and Moura. Along information and educationnal activties proposed to the population, the Water Centres welcomed sevral trainings dedicated to elective representatives in order to develop their awareness and competences in the field of water management.3. Tools for management of rivers: The implementation of GIS allow the picking and dissemination of data. This system is accessible on the internet and is used at national level in Luxemburg. A lot of activities allowed to start the transfer of the River Contract model to Portuguese and Hungarian partners. Internship and trainings allowed to enlarge skills in technical and management fields (for example River Diagnostic) for french students and profesionals.Partners developed local pilot actions and shared their experiences during interregional seminars and trainings. 4. Development of environmental education tools in order to change behaviours in the community: Several tools have been produced: 1 educationnal kit (malle Pédag'eau), some practices guides, expositions in order to sensitize population and particularly young people. Technicians and elective representatives have been sensitized about the saving of drinking water and management of trashes.Water Centres are still providing services to the population and some partners develop actions with their Ministy of education.
