Start date: Mar 16, 2011, End date: Mar 15, 2013 PROJECT  FINISHED

To investigate possibility to open two-way railway cargo traffic via Imatra/Svetogorsk border crossing point. To network companies and authorities across the border and to benchmark most suitable management model for business/industrial parks on both sides of the border in order to facilitate networking and the use of rail connection. The project purpose is: To promote cross-border co-operation aiming at reducing the environmental load and risks related to increasing road traffic. To upgrade the border-crossing control equipment in railway stations to fulfil the required needs for two-way cargo traffic. To motivate the Russian Federal and Finnish national level authorities to consider the opening of border-crossing point as international. To improve border regions possibilities to attract investors and SMEs by creating a net-working model for companies and authorities to solve problems related to smooth border- crossing. To create a management model of industrial/business parks which by its' functionality attracts companies. Achievements: The overall objective was to raise the status of the Imatra–Svetogorsk border-crossing point. This was achieved by the growing awareness of Finnish and Russian businesses and with the increased level of cooperation with border authorities. The most feasible ways to develop an industrial/business model were identified and requirements for the realisation of those were clarified. The project managed to create sustainability via networking, and a continuum of cooperation among key players will continue on. Participating regions were involved by keeping them informed and linked to the activities and outcomes. Due to preparation and the research that went into the project, its value will be realised after all the preconditions of two-way rail traffic between Imatra and Svetogorsk are resolved. The work will also be continued via the Large Scale project until the end of 2014. The project provided two studies: Benchmarking of Existing Business/Industrial Parks by Ramboll Ltd and Business Infrastructure Development in Imatra/Svetogorsk by Finec.
