Tuned management and monitoring of the transboundary protected areas in North-Livonia as a support for local development (WETLIVONIA)

Background, objectives, partnership: The transboundary area of 'North-Livonia' has been a stagnant margin for three nations and cultures (Estonian, Latvian and Livonian) for a long time. Thus the 10 year experience of transborder co-operation between Estonian and Latvian nature reserves has additional social and cultural meaning. Sound organisational arrangements are a prerequisite for effective cross-border co-operation and joint management of Ramsar and Natura 2000 sites. Institutional and organisational structures facilitating transborder co-operation and tuning of activities for management of transboundary wetland complex still need development. Continued co-operation is needed both for improved nature conservation and for development of sustainable management in the whole North-Livonia, including sustainable social and economic development. Transboundary Steering Group will be formed from the representatives on behalf of partners, governmental and local authorities. Main activities: 1)Continuing co-operation between nature management institutions and local municipalities for management of valuable habitats in North-Livonia. 2)Planning local infrastrucuture. 3)Ecological restoration of aquatic habitats and promotion of ecotourism in river Salaca. 4) Planning and setting up a cross-border monitoring system is an important requirement for the management of transboundary Ramsar areas. The North-Livonian Wetland Complex is already a well known reference site for several research groups (including foreign) and there is a significant need for well equipped research facilities close to the study area. Currently there are no such facilities for scientists undertaking field work in the area. Expected outputs: 1)Continuous and mutually promoted co-operation between nature management institutions and local municipalities, independent from ongoing projects. 2)The establishment of a community based adaptive ecosystem approach to nature conservation of Ramsar sites in North-Livonia, where the main objectives are better conservation of the natural heritage supported by local community, reduction of conflicts between opposite interest groups and improvement of the reputation and competitiveness of this periphery. Involvement of local communities in the sustainable management of the protected sites, offering alternative activities to replace the profits foregone due to nature protection restrictions 3)Transboundary Research and Monitoring Centre will give better possibilities for studies, harmonized monitoring scheme of the Transboundary Wetland Complex will offer good basic data for studies in North-Livonia in the future.
