Empowering young people and creating opportunities for them to develop their skills to work and participate actively in society is essential for the sustainable economic and social development of the European Union, especially in the context of a challenging economic climate, globalization, knowledge-based economies and aging societies where young people should have the opportunity to develop their potential. In the context of economic and financial crisis conditions for the young people increasingly become worse. High levels of youth unemployment, child poverty, bad health, school dropping out affect large number of young people and cause antipathy and indifference to things that happen on the political scene. According to the Eurobarometer survey published in the beginning of the 2013, 48 % of young people between 15 and 24 are not interested in European affairs. As it comes to the attitude of young people towards the formulation and implementation of policies, we observe a negative trend on national and regional level. The main aim of the project is to make conditions for professional development and to encourage a civil activity of young people (between 17 – 30 years) from municipality Lovech, via mobilization of their participation in making of social and political decisions on local level, increasing their awareness about the possibilities of youth programs and promoting proactivity and entrepreneurship. To achieve the main aim are definite following specific aims: • Improving communication between the young people and the representatives of local and national authorities and introduction of structure dialogue as an instrument for cooperative solution of the challenges in the youth sector • Encourage the youth entrepreneurship and the optimal use of local resources and the current national and European youth programs; • Developing the leading leadership, personal and civic competences in the participants with dynamic and interactive training process; • Establish of an youth network for cooperation with local authorities, NGOs and business; This Aim will be achieved by organizing a six-day seminar "Academy for Youth reform" in the city. Veliko Tarnovo, followed by an evaluation meeting. 80 young people will take part in this phase in order to develop their social and entrepreneurial skills. The involving of local authority representatives, experts from local administrations, responding for formation of youth policy, representatives of labor offices, mayors, etc., will illustrate the structural dialogue and the benefits from debate and involvement of young people in the processes of decision making. The organization relies on the representation of municipalities Lovech, Teteven, Troyan, Lukovit, Yablanica and Aprilci. There will be invited representatives from SU, specialty European Studies, local businesses, the NGO sector and some participants in the preparation of the Law on Youth. The participants in the seminar will apply the acquired competitions organizing local campaign for the young people at Risk. This campaign will be supported logistic and methodological from the organization and the local authorities. The project has potential to become a model for encouraging positive behaviors and attitudes and effective concept for creation of partnerships between young people and representatives of a government. The indicator of sustainability of the project will be the project ideas of youth groups, supported by the organization and the contribution of participants in realization of other initiatives in another areas.
