Transnational development, testing, evaluation and dissemination of a training concept for an European minimum qualification for the use of basic frame scaffolds in the construction sector.

The goal of the pilot project "Euro-Scaffolder" was the development of a modular training course concept for a European minimum qualification on the sector of the building/scaffold construction as recommended by European Union Directive 2001/45/EG "Scaffold Construction Guideline". The project results represent a European-wide, crucial improvement for the health and security of coworkers, who are active on high-altitude jobs. The national analyses and the following transnational analysis permitted the assessment of needs for the target groups in the partner countries. These analyses formed a basis for the development of syllabuses and training materials for a minimum qualification on the scaffolding and construction sector. They facilitated also the definition of a European requirement profile for Coaches as well as for the necessary equipment of the training facilities and the Euro-Scaffolder training. The development of the training courses took place on basis of the "Scaffold Construction Guideline" and the recommendations of the European management and industry organizations for the target groups: competent person/entrepreneur for the erection of scaffolds (instruction block A), scaffold fitter (instruction block B), users of scaffolds (instruction block C). The syllabuses and training materials are present in national adapted versions on CD ROM or in printed form. The German and the English version contain the documents for all 3 target groups, the Danish, Hungarian and Romanian version contain the documents for scaffold fitters (instruction block B), and users of scaffolds scaffold fitter (instruction block C), the Italian and Polish version the documents for the competent person/entrepreneur (instruction block A) and for the user of scaffolds (instruction block C).The developed training materials were tested successfully as follows: the instruction block A in Germany (P01), Italy (P12) and Poland (P13) with altogether 47 participants, the instruction block B in Germany (P04 and P05), Denmark (P10), Hungary (P11), Romania (P14) and Great Britain (P15) with altogether 62 participants, the instruction block C in Germany (P04), Denmark (P10), Poland (P13), also over 100 participants. The test phase served for both to the improvement of the training concept and successful training of the participants. The feedback from the participants was very positive, and the synergies of the training courses reflected themselves also in the dissemination of the results. The participants were multiplicators for the project and in September 2006 a "Train the trainer” course was held in Hungary. This training was attended by 7 Hungarian and 2 Romanian teachers with a German scaffold construction teacher and deepened the training concepts of "Euro-Scaffolder". The project was disseminated by advisor committees, contacts to responsible organizations, by presentations, over newspaper articles and the InterNet (www.euroscaffolder.com). By the integration of the most important partners of the social dialogue on national and transnational level that project "Euro Scaffolder" is effectively disseminated both under the employers' associations and under the employee's associations.
