The role of the local authorities in enabling the youth entrepreneurship as an instrument for economic growth and employment

Levels of youth unemployment in recent years are much higher than those of all other age groups. While it is not the only solution to address this problem, youth entrepreneurship is recognized, i. e. by the European Commission for a successful and purposeful instrument for reducing the levels of unemployment. Local government in Bulgaria is expressed in solving local issues in the interest of the territorial community. In this regard, one of the main tasks of the local authorities is the creation of policies, conditions and instruments to promote the development of local economic activity, to combat unemployment and stimulate various forms of initiative among young people. The overall objective of the project is to promote dialogue between young people and representatives of local authorities working on the identification of policies and actions in the fight against unemployment. The specific objectives of the project are: To improve knowledge, skills and competencies of the youngsters, i.e. those with fewer opportunities and from small municipalities; To encourage their participation on the labor market, their entrepreneurial activity and business orientation; To expand the policies on local and regional level concerning the youth; To develop local partnership networks. In order to achieve the objectives of the project and produce the foreseen deliverables the project will be divided into several phases: Activity 1- planning and preparation: it ranges over the determination of the project’s focus, the themes of the conference discussion and the project activities. Activity 2- as part of the project implementation, the conduction of a survey, focused on two different groups, namely youth people and representatives of local authorities, is planned. It will include two different questionnaires which will be disseminated and filled in as part of this activity. The survey will cover 160 people. Activity 3- after the conduction of the survey, the project team will summarize the data from the questionnaires. On this basis, an analysis will be made. The data and the analysis will be present to the participants during the first part of the conference. Activity 4- the analysis will be disseminated to all interested parties and partners. Activity 5- organization and carrying out of two days conference with the subject of “The role of the local authorities in enabling the youth entrepreneurship as an instrument for economic growth and employment”. The conference dates are planned to happen on 15- 16 October 2016.More than 180 people will be covered by the project activities: young people aged between 15 and 30 years, youth workers, experts and representatives of local authorities and business. Generally, the participants will be included in different ways in the implementation of the basic activities, namely 150 youngsters in the survey, while in the conference 30 young people, 20 representatives of the local authorities and 10 experts and representatives of the business and partners will take part. During the project, the methods for formal and informal learning will be combined. Project participants will enrich and gain the following competencies: Improved knowledge, skills and adjustments of young people about how to start and develop own business, and building and supporting of entrepreneurial spirit and development of working partnership networks; Enriched knowledge of the young people about the basic public authorities, the way of their functioning and their role for enabling the business environment, economic growth and employment. Participating organisations: Will better the institutional environment as an important factor for the development of workable youth entrepreneurship; Will improve their abilities to work in partnership with the local authorities. Will improve their community image. The following indicators can be used when evaluating the project activities: number of the inquired youngsters; number of the applications; level of working activity; number of the recommendations and ideas for future measures and instruments for intervention; concrete actions undertaken by the youth policy decision- making institutions: formation of policies and measures, their implementation and best-practices; number of the requests for presentation of the survey results; number of the brochures disseminated, number of the task- force groups and partnership networks formed; participation in local councils for regional development and/ or working groups, number of start-ups; number of clustering initiatives.
