Sustainable reintegration of post-soviet military residential areas as a challenge and opportunity for regional development (ReMiDo)

Post-soviet military residential areas and it surroundings are in a very specific situation – on one hand these are destroyed territories that are more or less unique (in comparison with whole area), on the other hand we have a substantial number of such territories counted as military territories by the members of Warsaw Pact. The transnational co-operation between these countries is a chance to overcome the current situation in effective way and to transfer the know-how.Central objectives of the project are:1) to assess different national experiences, the good and bad practices on revitalization of post-soviet military residential areas;2) to select indicators and to describe relationships between indicators and possible approaches;3) to develop methods for analyzing and descriptions of the situation (including spatial development models) in the post-soviet military residential areas and to develop and to evaluate possible development strategies;4) to develop specialized spatial planning tools;5) to increase the capacity of institutions involved in the development process of post-soviet military residential territories;6) to analyze challenges and opportunities for post-soviet military residential settlement development on regional level and to develop strategies and action programs for post-soviet military residential areas both on local and regional level;7) to prepare selected post-soviet military residential areas for investments;8) to make suggestions for national level policies concerning the reintegration and development of post-soviet military residential areas. Achievements: The finishing achievement of whole REMIDO project is the final conference, that took place in Liepaja, Latvia on 13-14th of November, 2007. The conference was organized on the international level. On the first day all achieved results during the project were presented to public and on the second day the study tour REMIDO project results in Latvia was organized for all participants of the conference.The main achievement of the projects work package 1 Profiles and networking of post-soviet military residential areas is well-organized study tours to all 5 pilot objects, where it was possible to see the results of done works. The report on Study tours to pilot areas was prepared by municipal enterprise Vilniaus planas. 2 big researches were finished. The main result of first research on Environmental impact of post-soviet military residential areas at national and regional strategy level is worked out 5 profiles of contamination and registration of suspected contaminated sites in project partner countries. The result of second research on Maintenance of post-soviet military residential areas and their administration and management structure is 1 guidance for Conversion – concept and methodology for future usage of former military properties. The report on Study tours and the researches are available at the project webpage www.remido.lv.In the frameworks of WP 2 Reintegration strategies and relevant approaches for sustainable development of post-soviet military areas on various political level the project workbook Approaches to post-soviet militaryareas development in partner countries was elaborated and published.In the frameworks of WP 3 Spatial development models for reintegration of post-soviet military areas the report on Practical use of the spatial development models was prepared as well as Report on environmental indicators.
