MunEM aims at improving energy efficiency and energy security in the Kaliningrad Region by establishing a coherent energy management at the local and regional level.One key element of MunEM is introducing energy managers and Energy Coordination Centres in the municipalities of Mamonovo and Svetly in which the project will predominantly be implemented. The energy manager will be the focal point for energy efficiency in the municipalities and will be trained accordingly within the framework of the project. Achievements: In a series of workshops, technical assessments and study visits Russian and German experts will discuss existing concepts of energy management and jointly develop propositions for optimising the existing legal and financial framework. Furthermore they will work on improving the energy consumption situation in public buildings and enhancing the energy production and distribution system. These activities will be accompanied by a public awareness campaign to spread the ideas and results of the project.
