Support against Vocational Training and Education Dropout

SaVED addresses one of the most actual problem: education and training drop out that has increased in recent years due to the economic crises. In 2011, at EU 27 level, 13.5% of all 18 to 24 year old left education and training having only lower secondary education or less. In Romania, the school dropout rate of learners bellow ISCED4 increased by one third over the last 9 years. The statistics are also alarmingly in most European countries and the chances to achieve the targets agreed by the European Council for each country are low, unless action is taken in this respect. The main aims of SaVED project was: to diminish the drop out process and absenteeism by adapting and transferring in RO, UK, BG, GR, TR the results of "Stop Dropout!" project; to improve the quality of learning process and conditions by extending the aim of Risk Detector(RD) and produce a new tool namely the Institutional Profile(IP); to foster cooperation inside of Flexible Prevention and Support System(FPSS). The objectives were: adapting the tools from the previous project to specific conditions from partner countries; identifying the institutional factors that influence the drop out phenomenon; developing new tools for improving the quality of education and training services and avoid school drop out; develop a dedicated online platform as support for FPSS. The consortium consisted in 7 partners from 5 UE and 1 non UE countries (see B.5.), all having the necessary skills and expertise for contributing to the successful development of the project. The promoter and coordinator INCSMPS(RO) is a national research institute for labour market and social protection, BLICK(AT) the coordinator of previous project is specialised in developing methods and tools for persons' integration into the world of work, INFOART(BG) and POINT(TR) are companies with a large expertise in ICT use for VET and European projects implementation, HMA(GR) is a very experienced Vocational Training Centre with strong connexion with the labour market, GINGERBRED(UK) is a membership organization for lone parents which provides a range of services including training, CJRAE(RO) is a public institution for supporting the educational process at local level. The project's outcomes: Risk Detector(RD), Personal profile(PP), Institutional Profile(IP) and Flexible Prevention and Support System(FPSS) will be integrated on an online platform. The early school leaving indicator assesses the performance of the educational and training systems, but signals some important aspects of social&economic life that can influence people's access to education and have negative impact on their integration on the labour market and access to quality jobs. The estimated project impact on long term is lowering early school leaving, improving the quality of education and training processes, increasing the stakeholders' collaboration for preventing the drop out and absenteeism.
