Disasters do not recognize national boundaries. A flood, storm, industrial accident or emergency traffic situation can pose a threat at the same time for more than one countrys population, their bodily integrit or possessions material; regardless of their nationality, mother tongue, origin. These threats can only be effectively handled if we move together and uniformly against them, and we consider the borders at the intervention as a step-through line and not a wall. Both the partner countries can be characterized that at the time of very high risks, in addition to professional teams, are also involved in civil defense. The most efficient solution is if these civilians voluntarily can take part, and prepare in advance for the challenges awaiting them: form powerful, close-knit groups, create appropriate vehicles and tools for the rescue operations, and deepen their knowledge with training and exercises. This project is about the international implementation of these goals in the "Szatmár" region.The aim of the "Special Rescue Service of Szatmár" is:• building up a Fire and Water Rescue Barrack with 3 remises, boat storage and training room;• purchasing of specialized rescue tools with off-road vehicle;• purchasing of 9 seater minibus for volunteer rescue organizations supply transport and supply delivery tasks, suitable for mobilizing reserves;• maritime and technical rope equipment acquisition (special rescue);• carrying out lifeguard training, basic fire training, special rescue and extended first aid training for rescue organization volunteers;• purchasing of semi-automatic defibrillator and medical first aid kit;• for the special ambulance, purchasing of exercise clothing (for 20 people);• purchasing of deployment transceivers radios (20 pcs.);• Hungarian side: five pcs-, Romanian side: three international practices to achieve;• organization of conferences and workshops (special treatment of the emergency situations deriving from the border location of the region and of the cooperation of the professional and voluntary organizations);• implementation of promotional (common web-page, short movie, etc) works.
