SIMIS - Integrated Monitoring System of the Isonzo/Soča river (SIMIS)

The SIMIS project contributes to the safeguarding of the populations living in the Isonzo/ Soča river basin, protecting them from hydraulic and hydro-geological risks, through the connection of the Friuli Venezia Giulia Civil Protection hydro-meteorological monitoring network and the network of the Environmental Agency of the Republic of Slovenia. To this end, the project consists in the creation of an integrated and coordinated monitoring system, coupled with the collection, computerised management and integration of data deriving from different sources, in order to provide common tools for the real-time assessment of hydraulic and hydro-geological risks that threaten the resident population, while reinforcing prevention tools and the management of Civil Protection emergency situations. The system required the creation of a computer network between the Operational Centres of Palmanova and Ljubljana through the installation and configuration of hardware and software components necessary for the interfacing of the various systems and the harmonisation of exchanged data. It also consisted in the installation, in sites of particular interest, of several mobile monitoring units based on MARC control units, with GSM connections, developed in the framework of this project and connected to measuring instruments of river flows and other hydro-meteorological parameters. The information collected through this integrated monitoring system are used both in Italy and in Slovenia for a comprehensive analysis of the hydraulic risk, for emergency management during floods, for the preparation of joint emergency plans and warning systems, for the planning of soil defence intervention and hydraulic infrastructures in order to ensure an efficient management and the sustainable fruition of the territory included in the Isonzo/Soča basin.
