Sharing knowledge and experiences about standards of qualifications in youth work

This is a mobility project of experts in the field of youth work from the Estonian Youth Work Centre (EYWC) and the aufZAQ office. aufZAQ is a certification of training courses for people active in youth work which is based in the office of the Austrian National Youth Council. The Estonian Youth Work Centre is a national centre for youth work under the administrative authority of the Ministry of Education and Research and its main objective is to develop and organise youth work in the framework of the national youth policy. The main activity is an expert meeting of two staff members of the aufZAQ office and three members of the Estonian Youth Work Centre. This expert meeting will take place in Tallinn and will last for 3 days in February 2015. The main element is the sharing of experiences and knowledge between two members of the aufZAQ office and three staff members of the Estonian Youth Work Centre. In addition, the Austrian and Estonian participants will meet representatives from other institutions and organisations of the Estonian youth sector. Interactive and dynamic methods of presentation and discussions will be used. The aufZAQ office has been commissioned by the Austrian Federal Ministry of Families and Youth and the Youth Departments of the Federal States of Austria to analyse the profiles of qualifications in youth work in Austria and develop quality standards for qualifications of youth workers and youth leaders in Austria in 2015 and 2016. The Estonian Youth Work Centre has developed Occupational Standard for Youth Worker which corresponds to European Qualification Framework for Lifelong Learning (EQF). Since 2010 EYWC recognises the professional qualifications of youth workers in Estonia. The Occupational Standard of EYWC is a very innovative best-practice for quality development in the field of youth work on national level. As the development of quality standards is a new area of work for the aufZAQ, the staff members of the aufZAQ office want to learn from EYWC about their structure, their working methods and their experiences with regards to the development of the Occupational Standard. Furthermore, the EYWC would like to learn from the previous experiences of the aufZAQ certification, to possibly increase the quality of their own structures. The main objective is sharing of knowledge and experiences in common fields of work. This includes: - Standards of qualifications in youth work in general - General information about the activities of Estonian Youth Work Centre and its role to develop and organise youth work in the framework of the national youth policy (youth work quality evaluation system for municipalities and youth monitoring system of EYWC) - General information about the activities of the aufZAQ office and the certification of training courses - Detailed exchange of information, methods and experiences about the process of developing the occupational standard - Detailed exchange of information about the plans to develop quality standards for qualifications of youth workers and youth leaders in Austria This short activity is part of long-term projects and developments on European and national level, which have (inter alia) the following objectives: • to raise the quality of training in youth work in Austria and Estonia and • to make qualifications of youth workers/leaders more transparent and comparable in Austria, Estonia and (through the correspondence to the European Qualification Framework) the EU. In Austria, this expert meeting is only a small part of the development of quality standards for qualifications of youth workers and youth leaders, which will be coordinated by the aufZAQ office. As the project partners are both part of European networks, we would like to spread and discuss our findings in the forth-coming meetings and events on European, national and regional level.
