Set up of joint response system to chemical and oil spills into river West Dvina (Daugava) in winter time (WinOR)

The transboundary area is characterized by high concentration of chemical industrial enterprises and dense transportation network which poses a potential threat of oil/chemical accidents in the region. Late or inadequate response to the consequences of an oil or chemical spill may affect large territories of neighbouring countries. The adequate response to emergency situations, which can solve this problem, can be provided only by uniting resources of the neighbouring countries in a cross-border approach. The project aims to increaseat increasing the level of ecological safety in the region by ensuring quick and professional response to oil/chemical spills for sustainable development of the region. Expected Results: The project will increase the competence of the partners personnel by conduction of 2 professional training courses and 1 winter cross-border full-scale exercise on eliminating oil spill on the Daugava river; enhance cross-border region capacity in prevention of oil/chemical spills and joint response effectiveness through study of partners systems of reacting to oil/chemical spills and development of an operative management plan for the 3 countries; improve technical capabilities of the patners by the purchase of modern equipment for eliminating oil/chemical spills in winter time.
