Safe Arrival Project (Reducing Dropout of Young People in Vocational Education and Training)

The project is called the Safe Arrival Project (SAP) because we wanted all young people to safely arrive in employment or training from iVET. The screening tool was designed to predict which young people are at greater risk of becoming NEET (Not in Education Employment or Training) and drop out. The tool and methodology being transferred has been developed on a locality basis as evidence showed this to be a contributing factor. This approach helped to inform the reduction of dropout in iVET in partner countries and the UK and secondly it reduced NEET come the young person’s transition from education. The impact of becoming of drop out and resultant NEET is well known: having limited qualifications; more likely to be teenage parent; higher risk of poor mental and general health; more drug use; more likely to commit crime; more likely to have poor health; less life expectancy. In 2011, 13.5% of 18-24 year-olds in the EU were early leavers from education and training. Around 55% of these young adults did not have a job. The SAP was led by SMBC and involved Zlinsky kraj from the Czech Republic, GTI from Ireland, PHF from Hungary Foundation embracing the Roma Education Fund and a partner from Spain XABEC Professional Training Centre. Three of the partners have identified dropout and NEET as the major issue faced by their staff. For example in Ireland 70% of early leavers enter unemployment. Of the others PHF has identified dropout and NEET as a significant issue amongst the Roma population, overall in Hungary 70% of youth faced unemployment whilst the Spanish partner has the third highest rate of early leavers in the EU. The SAP screening tool was introduced through 2 pilots. Firstly, SMBC shared learning to create the partners own localised SAP tool. Secondly, new learning made in each partner country was implemented into the UK. This allowed for partnership working to develop the tool further and share good practice.
