“Roaming - Capacity Building of Roma Organization’s on EU Funding and Partnership Building”

Roma Civil Society Organizations in Western Balkans do not have sufficient knowledge on available EU funding so they can address local, national and regional challenges their constituency is facing. Moreover, they do not possess the required capacity to apply and manage such funds. Although the European Commission and number of other intergovernmental and international organizations are often expressing concerns over the disadvantages and difficult living conditions, Roma CSO’s as the most experienced and needed partners do not initiate strategic partnerships, do not apply to EU funds for addressing a certain national problems and do not make use of available funding to advocate for changes identified. The project “Roaming” is built on the need to develop the capacity of Roma CSOs situated in Western Balkan countries to more effectively utilize EU funding and in that way build their commitment in brining more European perspective to the local Roma communities, targeting highly disadvantaged participant of Roma ethnicity. The specific objectives are: -Increase the understanding and strengthen the capacity of the Roma CSOs o obtain direct EU funding; -Support Roma CSOs in establishing cooperation with EU institutions and European Umbrella organisations; -Support and mentor the development of follow-up advocacy initiatives for greater inclusive policies for Roma youth; The major impact expected from the project has its focus on enhancing Roma civil society involvement in acing EU funds and creating policy related to Roma inclusion at national and local level in the context of EU integration. In addition, through active advocacy in this field, the Roma CSOs will increase the opportunities for direct involvement in decision-making at local and national level and gain access local resources. The partners were chosen to bring the right expertise, Out of the Box International will provide EU funding, partnership building and advocacy expertise, 6 partners from Balkans will bring long expertise in dealing with Roma youth and capacity to select and support participants. Also, Young Roma as applicant will ensure good management and coordination in the consortium and the outcomes of the project. The projects’ main activities can be clustered into 6 main sets of actions implemented during 12 months period. In addition, the project activities will also include general management, visibility actions and activities for dissemination of results providing to participants and all partner organisations quality capacity building and mobility opportunities in order to equip them with necessary knowledge, skills and competences for more effectively access EU direct funding, use that knowledge to build stronger advocacy initiatives, increase their networking possibilities at the European level and finally increase the chances for long-term sustainability of the organisations itself.
