Reading promotion ideas through information technologies and creative activity (Zarasai-Daugavpils) (Reading-IT-Creation)

Children less often choose books reading as a form of spending leisure time. This is reflected in 2009 in the research of the projects Libraries for Innovation" in Lithuania and Latvia funded by B. and M. Gates Foundation: 79-86% spend the time sitting at the computer, 43-50% - reading books. Public Library of Zarasai District Municipal (Utena region, LP) services 1393 children until 18 year old (20,9 %) and Latgale Central Library of Daugavpils (Latgale region, PP2) - 5797 children (35,4%). The statistics kept in libraries shows reading reduction trends: in LP childrens reading indicators have fallen down by 6,4 %, in PP2 – by 6%. This project will be implemented cross border Public Library of Zarasai District Municipality and Latgale Central Library of Daugavpils. The purpose of this project is popularize traditional cultural values and reading as one of the principles for the development of active and sustainable society. The libraries (LP and PP2) being public information, cultural and educational institutions with this project will encourage children to read by organizing activities which integrate books and information technologies (IT), creative activities, cognitive tours, participants' creation ambitions in virtual space in LP and PP2. The enhancing of competence of librarians in seminars in Zarasai and Daugavpils on the peculiarities of working with children and good experience, the development of electronic services will be organized. Books and e-books are considered as a component of each activity. The entire program in LP and PP2 is free and is intended to create a long-term cooperation in the cross board area of promotion of reading, enhance reading indicators by 4-6% and attendance rates by 6-8%. The project activities will enhance the material basis of Daugavpils and Zarasai libraries and create advantageous leisure space for children from cross border regions. UNESCOs belief in a library as a key factor in providing services under the equal access rights for all expressed in 1994 IFLA public libraries manifesto promotes cooperation between LP and PP2 libraries. 2005 m. Calimera guidelines (2005) express librariesobjectives through application of new technologies, by developing of digital services that satisfy the needs of the population and encourage creativity in the community. Expected Results: Cooperation between cross borders Zarasai (LP) and Latgale (PP2) public libraries will help to popularize traditional cultural values and reading as one of the principles for the development of active society and to seek objectives through application of new technologies, by developing of digital services and satisfy the needs of the population and encourage creativity in the community. Childrens attendance indicators have increased by 6-8% and readability indicators have increased by 4-6%.
