Qual'n'Guide: Competence-based career guidance in employment services through European quality criteria

The aim of the project was to contribute to the systematic and global introduction of bilqn de compétences career guidance for unemployed to the Slovak system of employment services as well as to develop a coherent system of quality assurance in guidance that is based on common European quality framework in competence-based career guidance. The implementation of quality assurance for guidance was assured by European quality framework for bilan de compétences developed by the FECBOP. The methodology based on these quality standards was transferred from France (CIBC Bourgogne Sud), Germany (BIP) and Czech Republic (NVF) and adapted to Slovak context through a testing phase. 12 trainers from Slovak partners organizations (BKS Úspech, ERVES and UPSVAR) were trained to the use and the dissemination of the methodology to 46 regional labour office employees. The FECBOP audited and delivered quality certification to two career guidance providers in Slovakia and one in Czech Republic. Partners' experience with the certification process was the basis of the elaboration of Slovak quality chart for guidance, training course and occupational standard for guidance counsellors for Slovakia. A proposition for modification of European guidance quality standards was also elaborated, in order to reflect the CEE context. The use of guidance helped respond effectively to the needs of the labour market by matching its needs with the education systems. Project results have sustainable impact on the partner countries, namely through modified quality chart, national quality chart, occupational standards and training programme.
