PROJET PILOTE FRANCO-ALLEMAND POUR UN ERASMUS DES APPRENTIS

Since 2012 , the French Government has sought to develop apprenticeship in France and has an ambitious recovery plan that aims to provide quality training for young people. Prime Minister relied on the Secretary of State for European Affairs for large companies to raise the importance of European mobility in the context of learning and hoped that a pilot project be initiated to enhance the mobility European among apprentices , skills development sources facilitating the professional insertion in the world of work, closely with the Ministries concernedThirteen companies have responded positively to this request and met several times before filing the nomination.During these meetings , representatives of French groups , institutional partners , partners of the Franco- German cooperation and social partners have developed a FRANCO GERMAN PILOT PROJECT FOR APPRENTICES ERASMUS .During these meetings , several obstacles to the development of European mobility for apprentices have been identified and it was decided , before generalizing European mobility , experimenting in a first phase a small number of mobilities to Germany on a wide spectrum of occupations and levels. This project is expected to take place over 24 months and it concerns mobility to Germany for 57 apprentices.The Franco-German European dimension of mobility was chosen for the pilot project because it could rely on the expertise of both countries for cooperation, on existing and additional resources in the Erasmus + funding. In addition, the pilot project will benefit from the experience, widely recognized by Germany in the field of learning.Reciprocity will be applied through a mirror project submitted by the German companies with the Agency Erasmus Germany in 2017. This reciprocity will strengthen pooling of experiences for the generalization of the pilot.The organization in project management, the appropriate tools, the quality approach, the utilization of results, used daily by major companies will be implemented in the pilot project to ensure the achievement of objectives:- Give apprentices the best chance of inclusion in the labor market by increasing their technical, linguistic and personal.- Enter mobility as a tool facilitating adaptation of training to the socio- economic challenges of businesses.- Promote international mobility of apprentices to facilitate their employability.- Contribute to the attractiveness of learning.- Enhance apprentices by offering them opportunities to assert themselves and evolve in a different cultural and professional context , thus contributing to their personal development.- Encourage staff development through work and life experiences in another country to gain autonomy in curiosity, tolerance , in openness and European citizenship.The success of apprentices at all levels ( Level IV to Level I ) in achieving their European mobility and impacts of this mobility will be analyzed by a monitoring committee .The information issued by the monitoring committee will be validated and relayed by a steering committee . Among the component members , institutional partners will have an important role to investigate how relaxing the complex regulations to promote the learning and development of European mobility for apprentices in France.The dissemination of results will mobilize all project partners, including the social partners , particularly MEDEF and the government first and foremost the State Secretariat for European Affairs .The observations made during the project and improvements to the learning system will switch to a generalization phase to other European countries.The impacts are expected on the improved perception of Erasmus + by large companies and their greater involvement in the European mobility of their apprentices.
