In the context of the lack of youth participation in central political decision-making and visible deficiency in knowledge of mechanisms of public institutions wich are responsible for development and implementation policy, it was identified a need for an organized framework to facilitate discussion and experiential learning that meets the desire for knowledge and the performare young, and priorities in education and youth development, followed by the European Commission Agenda "Europe 2020" and "ET 2020". Lack of civic continue education in formal and non-formal education and policy options restricting voting population has led young people to be passive in civic life, meaning that they refuse to engage in democratic processes such as elections and innovation and performing public institutions, often refusing to any form of dialogue with policy makers. In this context, the project is empowering young people aged between 18 and 30 years to initiate and maintain a structured dialogue with policy makers on educational and youth policies nationwide. The target group is young people involved and interested in politics and decision-making mechanisms of public institutions and interested by work opportunities in organizations wich are responsible for developing and implementing policies. The project "Institutional Coaching Program" selects 30 young people during the seven months, will be trained and mentored to develop a set of proposals to improve public education and youth policies and the process of consultation between policy makers and civil society. The project includes a workshop session between young people and key players in the non-governmental and entrepreneurial area, where will be present lobbying processes necessary for the development and reform policies. Finally, the young participants will participate in a series of thematic study tours to central public institutions drawn to the project and will have the opportunity to interact with policy makers and to convince them by need to reform policies and the transparency of the consultation and decision-making. In order to disseminate the project results, the young team will develop a brochure for the synthesis of the entire period of the project, which will be distributed to all central public institutions as a model of good practice in participatory democracy and structured dialogue. Impact on policy makers will be to increase the level of accountability and cooperation with civil society. Such institutional actors involved in the project, they will become coordinators of innovation consultative process of policy-makers and civil society. Also performing, they will be willing to synchronize several central institutions when developing policies wich affect several areas and sectors of interest. Private and non-governmental organizations co-opted into the project will better understand the current needs of young people and will synchronize in a more realistic lobbying, advocacy, innovation and entrepreneurship in areas of interest.
