PREVALET - Policies for Regional Valorisation of Education and Training

The project Prevalet aims at defining a management model to assess and improve the quality of the regional policies in the field of education and training which will be based on the Open Method of Coordination applied at regional level. This model will be based on a common structure of description of procedures and impact assessment supported by a databank to make it comparable. The support for this comparison will be “peer monitoring”, “peer review” and benchmarking techniques. The objective will be achieved by the partnership, 11 partners in 8 countries, through the construction of the quality model and an information system for the exchange and transfer of innovation during the monitoring phase. In parallel a trans-regional service will be activated to support the transfer of innovations in the field of regional policies between the different regions involved. The experimental phase will apply to three measures: drop-outs of young people, youngsters in post secondary education and adults in informal education. Target groups are directly the policy makers at regional level and other actors related with the implementation of the policy measures interested in the application of a quality model. The indirect target groups are those of the experimental measures. Final products will be the quality model, the information system in internet, a study on innovation transfer at each measure under analysis level and the evaluation of the three selected measures, a model of using OMC management in regional policies, a manual comprising an assessment model of regulatory impact with guidelines to transform the results of the project in regulations. The activation of the trans-regional service will support and promote the knowledge exchange networks at regional but also European level.
