“Increasing training capacity of managers and staff in the municipal libraries” project is focused on the necessity of modernization of the governance and services in the municipal libraries of Bulgaria. The idea has been developed by the “Modern Library” Consortium which includes 7 municipal libraries and Global Libraries - Bulgaria Foundation. Organized mobility of two groups of adult trainers – in library management and in library services – is the main activity of the project. The participants in both programs are selected in advance by the leaders of each library and the Foundation on several basic criteria – good level of English, demonstrated activity in the library and personal motivation. The mobility education will take place in Spain and in Finland by two selected organizations – an adult education center for social innovation and social entrepreneurship and a leading municipal library.The courses address the backwardness of the Bulgarian libraries in regard to fulfillment of specific local users’ needs through innovative services; new methods and materials in education and modern approaches to the organizational structure in education. The program responds also to the need of internationalization of the Bulgarian libraries and enhance of their European perspective. The selected themes this way will fill the gap between the Bulgarian and other European publicly funded libraries. Through their participation in this project the municipal libraries staff will raise their knowledge in modern library management, branding, PR, innovative services, greening libraries, social integration through libraries, handling migration, etc. The staff will perfect their skills in user needs assessment, project design, presentations, participation in international discussions, etc. Six library visits in both countries will give the participants a chance to observe practical aspects in library functioning, to initiate partnerships with these libraries, to get experience in international environment. The results of the mobility will be applied further in the subsequent activities of the Consortium within the project. A Handbook 2.0 in modern library management will be developed by all the participants, then two separate training programs for library managers and for library staff will be designed. The training programs will be tested once within the project. After the end of the project they will be adapted to the needs of the other libraries in Bulgaria and will be integrated into the teaching activities of Global Libraries Bulgaria Foundation within a network of 960 libraries. The Foundation works with 39 well equipped training centers around the country for this purpose. Through those programs the Foundation will meet the needs of modernization and internationalization of the library sector in Bulgaria. The success of the project will turn the municipal libraries into modern entities which answer the needs of their local communities in a dynamic environment. In a long term the team of 20 participants in the project will become the leaders and inspirers of the public and municipal libraries change on regional and national level.
