The creation of an elementary school near Vääna in Harku parish is part of the development plan of the local government and organisational plan of the network of Estonian schools. Changes to the curriculum will be made appropriate to expected staffing levels, wherein priorities are to give the students life skills, competencies for cooperative work and quick adaptation, critical thinking and creative problem solving. Recently adapted professional standards for teachers in Estonian are in accordance with European standards and teachers will soon have the ability to be certified accordingly. Effective oral and written communication, data gathering and analysis and use of technology for work and study are self-evidently necessary. Part of the development of these skills is the undeniable necessity to have teachers trained in workshops and courses in Europe and for them to share their experiences and knowledge with others in Vääna Estate School (VES) and surrounding areas. VES is a 159 year old nursery (30 children) and primary school (83 students) located in the Vääna Manor, surrenounded by a cultural park. One stage of the development plan for VES is ending and the next stage focuses on planning for study and development activities and development of leadership quality. VES's near-future priority is creation of a learning community which is modern but also respects cultural values. VES plans in the near future to develop a culture- and education centre, which will add value to the local community and to other schools in the area. The teachers' personal development is key to the successful development of the school's identity. The new curriculum and professional standards are expected to bring changes to the teaching strategy. The capacious training program KA1 in EU nations is effective in giving new competencies. The broad application of new methods will be made more effective by well-planned and conceived continuing workshops within a peer-training system and open classes both within VES and in other schools. VES's ongoing use of the eTwinning program ensures the teachers' comfort with digital-age communication. In the next two years we will focus on international educational relationships through which to develop global knowledge and cultural understanding. To support digital-age learning culture, we will participate in learning communities and develop personal competencies in the use of technology. Within the open learning communities there is will be integration of subjects, an important part of which will be outdoors learning. The estate's culturally rich environment will support the appreciation of local and global history, and value-based personal development is the first step in the integration of creative subjects. The homeroom teacher teaches most subjects in VES, the creative subjects are taught by specialists. The school system, which unites the different levels of education, makes the transition from kindergarten to school and between grades easier. As part of the project, in the next two years, 14 school and kindergarten teachers will go to 8 training courses. It is important that most teachers go to workshops in different cultures and learn modern teaching methods, so that later, in the peer-training, they can share, implement and analyse what has been learned. EU citizenship, EU awareness and democracy and intercultural relations are the themes of one training course for two teachers. Four teachers will attend three courses on the integration of ethics and philosophy with culture and values. As part of IKT - new technologies - training in digital competencies, three teachers will participate in a course on using tablets in an outdoor learning environment. Five teachers will attend three courses on integrated study methods. The VES project will be lead and coordinated by the school director from the first implementation until the final report, including internal facilitation, budget development and supervision, director arranges reporting of the project. Travel and accommodation will be done in cooperation with travel agency. The school will maintain the teachers' salaries during training, arrange substitutions and times for training participants to share their experiences. The expected result of the project is that each VES teacher will employ different teaching methods and different tools during teaching times. The school will have created a system wherein teachers will use and share mastered competencies. VES will, as a result of the KA1, change from a modest learning institution to an internationally competent educational team. The peer-training system will give everyone the opportunity to contribute and develop individually. The teachers will feel more confident in the learning-development process, will be able to successfully meet professional standards and will be more bold and open to participation in future cooperative and learning projects.
