The OPS project was created as a way to introduce the concept and usefulness of structured dialogue to young people, to utilize the work done in implementing the process to modify or change public policies as well as to create a stable cooperation between policy makers, representative bodies and young people. The context in which the project will be implemented is characterised by an exceptionally high lack of young people's interest in political participation, accompanied by a feeling of complete irrelevance of one's contribution to the process of public policy making ( from the research by Institute for Social Research, 2015.). We believe that a significant change of this context requires a significant intervention into the status quo as offered by this project. The preparation phase of the project included intense consultations with young people, policy makers and representative bodies alike. Through collaboration with these parties, we've brought forward a work plan which includes 9 activities - a preparatory meeting, 7 work group meetings and one final conclusion meeting. Preparatory meeting serves as a forum in which a base of participants is formed and in which models of cooperation with decision makers are agreed upon. This meeting is followed by a series of informal workshops for young people who will participate in the latter work of 7 workgroups. The workgroups will be assigned according to 7 key recommendation areas from EU youth conference in Riga. The workgroups will each hold one meeting (in total 7 meetings will be held) with descision makers in which final proposal will be crafted. This proposal will go through to online consultations. Results of the online consultations will be summarized, presented and accepted in form of a final conclusion. The project will be accompanied by an intensive online and offline campaign. The project participants are young people who are 17 to 30 years old and are living in Zagreb. We anticipate at least 120 direct participants. Apart from participating, young people involved with the project are the ones managing it. As a result of successfully implementing the project we'll have a clear example of the usefulness of the structured dialogue process, we'll empower a large number of young people by formulating 7 concrete suggestions of public policies and achieve long-term improvement in communication between young people, youth representatives and policy makers.
