In the World Social Development Summit (1995 ), Societies succeeded a democratic and a social harmony has been defined as “communities in which every individual plays and active role with his right and responsibilities”. Philosophy of a democratic society, based on making all individuals in society as active participants in the community and giving equal opportunities to all regardless of their deficiency in any field. Approximately 12% of our population consists of individuals with disabilities. When considering this rate, individuals with disabilities are required to take training with methods proven efficient and intensive not to be ignored in the community. In addition, according to the 7th principle of the United Nations Declaration on the Rights of the Child, “any child should be given the right to receive education that ensures his/her liberal education, individual decision-making power, moral and social responsibility and makes him beneficial individuals of the community. In this education, the fist responsibility belongs to the family”. According to this principle every child is entitled to education. When taking this situation into account, our objectives are to educate the students ensuring competence in theory and practice with highly proven methods. The main theme of the project “The Education of Special Children is Special” is to increase teachers’ competence and to provide an education over the quality standards through the transfer of the information and experience between cultures. A school counselor and four special education teachers have been selected as a participant as a result of a voting conducted by the school staff including teachers and school administration. A good level of English was taken into consideration while selecting participants. Participants need the experience of analyzing practices of experts, experience in the education of children with special needs, experiences on solutions to increase teachers’ confidence in the classroom and practical knowledge production in classes. Transferring of the acquired methods and techniques to the family in the context of family education practices and spreading education in general life is another goal. Course activities will allow the transfer of fourteen different purposes in accordance with the program. Application of the exact specialized implementation of these objectives will improve the efficiency. Practices made with children from different cultures will provide teacher with further experience. After learning functions of the materials to be used in the applications, designing and the using materials according to the need in the practices will ensure the promotion of educational standards. In the dissemination studies, materials and points to be considered in the material design will be discussed. Besides events, after returning leaflets and posters will be prepared to appeal to a wider audience. The project is planned to last for twelve months. Methodologies to be used while conducting the project will be; transferring experiences and techniques learned abroad to the teachers through presentations, observing if the project is likely to reach its goals by giving seminars to families and making home visits afterwards. In addition, seminars will be organized for teachers who have integrated students in his/her class. There are groups that will be affected at the end of the project. Those are the participants, target group (students with disabilities and their families) and participating organizations. At the end of the project, rising standards of quality in education will be ensured through observations of proven methods and techniques accompanied by experts. Thus, it is intended to provide efficient feedback through target group and to ease some responsibilities of the families. Students and families will be active members of the education by activating team spirit and synergy between the participants and conduction quality management studies within the school. Participants will be informed of the innovations constantly as information exchange will continue permanently via social networks which are created by the participants and institutions offering the courses to ensure the sustainability of the project outputs. Along with the methods and techniques learned in the course, experiences will be transferred to the students in a systematic way and they will be taught independent living skills. As a result, students will be increased to the highest level of independent living skills and anxiety levels of families will be reduced to the minimum level.
