Observatory Network to Enhance ICT Structural Funds Absorption (ONE)

ONE aims at improving the regional capacity of planning ICT investments under Coeshion Policy Programmes through the setting up of a Federated network of regional ICT observatories in Poland, Germany, Italy, Czech Republic, UK, France and Cyprus. Capacity to plan, assess and manage investments in the field of ICT represents a crucial aspect of Innovation policy activity as accessibility, both in terms of access to ICT infrastructure and services is a precondition for better exploiting the innovative potentials of its regions, taking into account specific needs of disadvantaged and rural areas. The specific objectives of ONE are therefore: to transfer existing ICT observatory models to regions that have already recognised the need of such a decision support tool organisation towards a better ICT policy planning; to further exploit ICT observatories, enabling common strategies/methodologies in a coordinated way;to promote the community created through ONE to raise awareness in other EU regions about the importance of better tailor ICT interventions towards specific regional needs, thus enhancing absorption rate of ICT funds. ONE goals can only be implemented with INTERREG IV C support, encouraging different regions and innovation stakeholders to implement common strategies to enhance framework conditions of the cooperation space, by making most advanced regions/organisations and less developed regions analyse, share and set up coordinated mechanisms.ONE partners have been choosen accordingly: all have a strong interest in the project topics and committed to undertake considerable regional and transnational actions to develop, exploit and federate ICT regional observatories, with a balanced coverage of EU geographical territory both at country level (Italy, Germany, Poland, Czech rep., Cyprus, UK, France) and at regional level (6 from old MS, 4 from new MS).Moreover a network of EU regions focused on Information Society completes the team, as it will help in covering in a more effective way EU territory.Main projecty activities include an intensive and extensive know how transfer among partners and extrapartnership actors, the drawing up of an ICT Observatory methodology based on the transfer process.Those activities will produce tangible outputs: a Community of interested regions to be federated in the future, and a Methodology set of guidelines on how to develop and exploit ICT observatories to reach an optimal investment planning of resorces dedicated to ICT, as well as 9 implementation plans providing a roadmap for the integration of the expertise acquired during the project lifetime.All the outputs will result in an improved regional ability to plan investments, implement projects and exploit resources, real and effective innovation of regional territories including PAs, businesse and citizens. Achievements: The initial phase of the project activities was focused on the production of the official documents needed in order to establish the ONE partnership. The project was officially launched at the end of February 2012, and the kick off meeting was held in Turin. During this first meeting all partners introduced their experience and the status of ICT monitoring in their regions, and the Lead Partner made overview of the ONE project components and work-plan. As far as management is concerned, one of the first activities was the establishment of the project management structure, hence component coordinators were presented, as well as the financial manager of the Lead Partner. INTERREG IVC reporting procedures were explained to all partners, who were also reminded of the need to begin the procedures for FLC selection, if their country did not provide it centrally. With regard to ONE core activity, the first good practice theme was analysed during the Turin workshop by CSI-Piemonte: master indicators management. The experience of the Piedmont ICT observatory was presented in detail, and partners were asked to contribute to the discussion answering a short questionnaire on the ICT indicators they monitor and publish in some way. Potential areas of interest for the indicators are: Open Data, online digital services, use of urban facilities, and digital capacity of enterprises. Moreover, the Piedmont study visit focused on Piedmont ICT Observatory activities in general and on data visualisation and infographics, focusing on the importance of translation of massive datasets into a comprehensive format. A representative of the Department for Cohesion of the Ministry of Economic Development took part to ONEs study visit and thematic workshop, providing valuable insight on Innovation, ICT and Open Data in the new 2014-2020 EU Cohesion Policy. The dissemination activities of the project started under the coordination of the European Project Management Agency. The dissemination plan was finalised after having been shared with all the partners and ONE main dissemination instruments were created: the project's website, the logo and as well as the dissemination templates. ONE social network image was also created, and the project is now active also on Facebook, LinkedIn and the ePractice portal. The project Launch conference was organised in Turin at the end of May. The first national press conference was organised in Italy on the occasion of the Launch conference to present to the media the project objectives. The conference was covered by traditional and web newspapers, as well as by local TV and news reports. ONE partners participated also in external dissemination activities, presenting the project at external events and one local event organised in Poland. Moreover, external stakeholders contacted the management staff of the project in order to receive more information on ONEs activities and to be involved in future events (in particular some managing authorities neighbouring Piedmont, such as Rhone Alpes and Liguria that took part to the launch conference).
