Northern Dimension advisory network – North Karelia
Start date: Sep 30, 2002, End date: Dec 30, 2005 PROJECT  FINISHED

The overall purpose of the project was to develop and network the data service activities concerning the Northern Dimension in Finland and across the border. Th e immediate goals were the development of the data service content of the Republic of Karelia and Russia and improvement of the cooperation of the network operators. Th e essential tasks of the project would be the development of the user interface of the virtual library and increasing its interactivity, expanding the database to new sectors and implementing new technical applications. Th e cooperation of the network operators would be improved with a mutual data service portal, by training information specialists, organising Internet seminars and participating in joint marketing events. Achievements: The most essential service product of the advisory network of the Northern Dimension, www.northerndimension. net, underwent an overhaul in the project. Also, the Ruska Library was renovated both technically and contentwise. The content of the virtual library were extended by adding new tools to the cross-border cooperation: an announcement board, event calendar, carpool and ask the librarian -services and a guide to information in Karelia, which includes information about maps and statistics in Karelia as well as tips and advice to those travelling to the Republic of Karelia. The extended basic database and linked database contain information from the following sectors: politics, economy, social and health services, education and research, culture and civil society and the environment. The title of the pages was also changed to KareliaInfo, www.kareliainfo.org. The library of the Petrozavodsk State University participated in the content production of the KareliaInfo pages by supplying to the project as specialist services the guide to information in the Republic of Karelia and information, among other things, about maps, statistics, events and materials related to the environment of the Republic of Karelia. The new data service and virtual library were designed with a technique that was clearly more modern and flexible than the previous applications. The search and browsing functions of the data services were technically coordinated so, that a search also covers the content of the Internet home pages of the partners of the data service network, in addition to its own pages. The search and browse functions of the virtual library will also cover the linked database of RUSSIAInfo and Metadata. The overhaul of the KareliaInfo virtual library was coordinated in cooperation with RUSSIAInfo of the Alexander Institute of the University of Helsinki and BarenstInfo of the Arctic Centre of the University of Lapland. The project participated in organising events with the advisory network and was involved in organising various seminars about the Northern Dimension as well as training information specialists / development events of the Russia data services in Joensuu, Petrozavodsk and Sortavala. Areas of expertise in the events included Russia data services, Social Security, the Social and Health Partnership of the Northern Dimension and the Northern Cultural Partnership. The events also formed a part of the project marketing and enabled making the Northern Dimension and its sub-areas better known in the region. The project produced marketing material for the virtual library and the project.
