moting «standardisation – certification – Market control» in the interregional areas of the Interreg Community Initiative Operational Program (MARKET CONTROL)
Start date: Mar 13, 2011, End date: Mar 13, 2013 PROJECT  FINISHED

Product Quality and Product Certification of the companies production constitute an important requirement for their entry into foreign markets that have strict controlling standards of the incoming products. But even products that are certified by recognised and accredited bodies, fail to pass the quality controls in foreign markets (both national and international) because their certifications and conformity marks lack recognition and are not accepted in the respective countries. This fact results to the exporters of the cross border area in being obliged to acquire foreign Certifications for their products and Integrated Management Systems, sometimes even a different certification per country of export, having adverse impact in time, cost and consequently their competitiveness. The project aims to reduce the gap between the interregional areas in the field of effective Market Control, fostering the cooperating countries on their way to their European Integration, as well as to improve the level of Controlling Market and safeguarding of the merchandised commodities and enterprises in the cross border area. Moreover, the project aims to study enterprises needs on quality/ conformity marks and to develop business plans for the establishment of a unified control body, the development of common quality marks for certain products and the creation of laboratories for specific categories of products of a high demand in the cross-border area. Expected Results: The project is expected to result mainly to the creation of a cooperation network of certification bodies and organizations, which will have as their basic mission to support export companies, aiming to ensure the further economic development and the cohesion in the cross-border area. This first result is in accordance with the result indicator defined in the Program for the 3rd Priority Axis "number of partnerships and networks established in the framework of Priority Axis 3 "as will end to the creation of one strong partnership ready to follow up with new relevant and added-value activities after the end of this project. The creation and application of a single mechanism of market screening and controlling will strengthen the competiveness of the cross-border regions and will protect from illicit competition of companies and products which are certified with marks and certificates of doupted origins and reliability. Furthermore the project is expected to result to: 1.the definition of the terms and conditions for the succesful development of a unified body for market control and product quality taking in advantage of the Greek experience coming from ELOT and European best practices, 2. the definition of the products of the greatest demand to be examined in the cross-border area in order to be created initially laboratories for these specific products, 3. the definition of the terms, conditions and principles for the creation of a common conformity/ quality mark. 3. the ensuring of a fair market competition in the cross-border area between products of a similar certified quality. 4. the support of Greek and Bulgarian export companies interests (related to quality issues) in the cross-border area.5. the protection of cross-border population' health and safety by offering them products of certified quality
