MODEL FOR CROSS-BORDER COOPERATION IN MANAGEMENT OF CULTURAL-HISTORICAL AND NATURAL HERITAGE AND DEVELOPMENT OF SUSTAINABLE TOURISM - KOPRIVSHTITSA (BULGARIA) AND SURDULICA (SERBIA)

The strategy of the project is aimed at: 1) Using the capabilities of modern IT (innovation) for preservation, managing and promoting of the common CHNH and development of ST based on the regional resources. 2) A web-portal and database for CHNH and development of ST. In the database will be collected, processed and analyzed information on cultural, historical, natural and tourist sites. Within the database will be created records of the CHNH, tourist sites, institutions, organizations and experts working in the field of conservation CHNH and development of ST. The database will use the European and global standards for geographic information systems /GIS/, which will increase the possibility of registration, processing and sharing of spatial data for CHNH and tourist resources, and information from the interdisciplinary nature (culture, ecology, geography, tourism, etc.) It is envisaged that the development of cross-border model for strategic use and management of common resources and conservation of CHNH and development of ST and increasing of the local capacity for planning. By creating a specialized GIS for cultural, historical, natural and tourist sites, accessible through the Internet portal, the project will achieve: better management of common regional resources, creating of preconditions for better strategic planning and management; saving time and resources to develop plans for conservation of CHNH and development of ST. By intrenet network training seminars and round tables it will enhance local capacity for the use of common resources for the conservation of CHNH, development of ST and raising the quality of life of local communities. The use of modern information technologies will help overcome the isolation of both communities and will help raise public awareness of the common CHNH and rich opportunities for cultural, rural and ecological tourism. By the development of 3D models of monuments and monitoring of cultural events in real time via the Internet the project creates prerequisites to raising public awareness. For this purpose will be provided and printed promotional materials and publications in the media. With the purchasing the specialized technique (server, etc.) shall be created prerequisites for increasing the capacity of lead partner and sustainable development of the portal, database and electronic network and after project completion. Achievements: During its implementation the project achieved the following results:- Development of on-line database of at least 620 cultural, historical, natural heritage sites and tourist attractions;- Development of an electronic database and network of approximately 140 experts, NGOs, administrative and entrepreneurial organizations operating in the field of cultural-historical and natural heritage and ST development;- Applied IT and Geographical Information System and 3D models in the management and promotion of cultural, historical and natural sites of interests in the target municipalities. The web site gives the visitors the option to take virtual tours of 16 of the most emblematic culturalhistoricalsites in the two municipalities;- Elaboration of joint strategy as a model for management of local tourism related resources;- Developed joint Internet portal as a tool for establishment of common sustainable tourism routs and stimulus for development of local economies and employment: http://koprivshtitsa-surdulica.com- Elaboration of a promotional video which is available on the project web site.
