MOBILITE DES APPRENTIS DU LANGUEDOC-ROUSSILLON 2015/2017

Since 2004, the Languedoc-Roussillon (LR) Region has been involved in a proactive programme in favour of apprenticeship, which it considers an excellent means of boosting youth employment and offering businesses new opportunities for their development. Regionally, apprenticeship constitutes an attractive and developing access route to training (+12% of the number of apprentices between 2007 and 2012). Apprenticeship greatly benefits young people in the 19 to 25 age bracket and represents a professional insertion sector best suited to the demands of the modern economic world and is the most efficient way to fight unemployment (70% to 80% of the apprentices who have exited the programme are currently in employment). With an announced objective of more than 20,000 apprentices in Languedoc-Roussillon from 2015, the Region is harbouring an ambition shared with the majority of the partners concerned. This mobilisation will occur in particular via a programme of promotion and qualitative development of apprenticeship, of which opening up to Europe and creating international vocational training will be one of its axes. Thus, the Region has been developing improved European mobility for apprentices since 2008. It accompanies collective apprentice mobility projects organised in Europe over a period ranging between 2 and 3 weeks executed by CFAs – Centres de Formation et d'Apprentissage (training and apprenticeship centres), with a Regional subvention of €120 per apprentice per week. More than 450 apprentices are involved in these mobility programmes each year. In order to energise and develop mobility stays for the apprentices, the Region established a territorial diagnosis in 2011 in order to identify obstacles encountered by the CFAs in the development of European mobility. This identification gave rise to a scheme for accompanying operators: the regional support platform for European mobility. This tool is committed to developing a network of regional and European partners in order to best provide mutual benefit from the measures put in place and thus allow an exchange of experiences. Besides leading the CFAs’ network of mobility referents, this platform also aims to provide support for project engineering thanks especially to professionalisation workshops and individualised counselling. It also helps the CFAs to meet potential European partners by mobilising, in particular, its European institutional network and its Maison de la Région located in Brussels. In 2013, the Region and partner CFAs established the "professional mobility for apprentices of the Languedoc-Roussillon 2013/2015" project, selected within the context of the "Leonardo Da Vinci" scheme. Its satisfactory results have led to the extension of this fruitful collaboration in order to develop even more mobility actions for apprentices. 2. The project: This “Erasmus Plus” project brings together 5 CFAs accepting apprentices from levels V and IV in varied sectors: mechanics, baking, cooking, hairdressing, etc. The project has the final objective of developing European mobility for as many Regional apprentices as possible, accompanying the CFAs in the implementation of a project-integrated strategy for opening up training to Europe. In total, more than 401 apprentices are concerned by this candidature (up 13 % compared to 2013). It is integrated into a structuring process driven by the Region; also, CFAs not yet involved can be integrated into the project as it occurs. Mobility projects executed directly by the CFAs will be organised in: Spain, Poland, Finland, Portugal, Italy, Malta and Germany. The coordination and execution of this project is ensured both by the CFAs themselves and the Region, as part of the regional mobility platform. From the preparation of the stays and participants to validation and dissemination of results, via the evaluation and adjustment of measures and procedures, all stages of the mobility projects have been developed by the partners and the LR Region in order to guarantee complete success for the project.
