MESLEKİ EĞİTİMDE AVRUPA KALİTE GÜVENCESİ REFERANS ÇERÇEVESİ: ÖĞRETMEN VE İDARECİ KAZANIMLARI
Start date: Dec 31, 2015, End date: Dec 30, 2016 PROJECT  FINISHED

Our project aims to raise awareness and knowledge about the quality assurance for vocational training, investigate the best practice samples related to EQAVET applications and networks, prepare more predictable program for the practices and programs to be performed in the future with vocational training assurance in our province and develop the collaborative works. It is also aimed to raise awareness about the quality assurance for vocational training, investigate quality management models and indicators and quality cycle processes in vocational training and also investigate the quality assurances developed for work-based learning. The participants of the project prepared under the coordination of Korgan District Directorate of National Education consist of the vocational teachers and administrators working in the three vocational high school. 30 participants will participate in the mobility activities. The mobility programs planned as two flows will be carried out in the institutions of education in Austria and Czech Republic The most fundamental problem of the labor markets in Korgan and Ordu, the sector range of which is narrow and the employment opportunities of which are highly limited, is that there aren't adequate and qualified personnel for the relevant sector. The main reason for this problem is that there isn't a systematic and efficient relation between the relevant sector and institutions providing vocational and technical training. That the workforce supply isn't quality as desired causes the vocational training activities in our province to be questioned while the labor demand is already very low. In this context the vocational and technical training programs and practices (in the relevant sector) are required to develop a collaborative approach providing the cooperation with the enterprises. The quality assurance and development for the vocational training and education are one of the elements to support the transition to an information-based society by increasing the harmony between supply and demand and the effectiveness of the "results" of vocational training and education in terms of the improvement of employability and education access. In this regard, the quality assurance is the only way to respond to demand of the private sector for the tools that will ensure the transparency of diplomas and qualifications. Our project aims to increase the quality and validity of vocational training and education especially on the quality assurance with the systematic participation of all national relevant partners. However, it is known that the quality assurance don't guarantee the quality development. This is the responsibility of those providing education and training. On the other hand, the Quality Assurance can support these educators at important levels. In this sense, the project will help the practitioners have more knowledge about how the current quality assurance models, determine their development areas and make decisions based on common references. The development of the quality management and improvement system for vocational education and training is focused on the implementation of the "Recommendation related to Establishment of Reference Framework of European Quality Assurance for Vocational Training and Education" (EQAVET) per date 18 June 2009 for the time being. EQAVET Indıcator No 1 "Relevance of the quality assurance system for the providers of vocational training and education" itself supports the implementation of the quality management systems in all countries in Europe and among the providers of vocational training and education. EQAVET Framework presents a systematic approach related to the quality. EQAVET Framework can play a catalytic role in the implementation of the quality management systems in a more structured way for the regional vocational training and vocational education. At the end of the project, the participants are expected; to improve their knowledge of quality improvement and quality assurance cycle that aim to develop a systematic approach to the quality assurance of vocational training and education system at European and national level, to have a very broad experience contributing the planning and implementation processes of the quality assurance projects in Lifelong Learning. Thanks to the personal and corporate acquisitions to be obtained at the end of the project; The self and external evaluation units will be organized within the district directorate of national education to inspect the criteria based on the quality assurance and adequacy framework documents with the audit tools of European Union. A unique framework model of vocational training qualification will be created to be implemented in our district. The implementation of Reference Framework of European Quality Assurance and Common Quality Assurance Framework for Vocational Training and Education will encourage the vocational training institutions.
