Maritime Safety - Transport and Environment in the South Baltic Sea Region

The aim of Baltic Master was to improve maritime safety by integrating and bringing forward local and regional perspectives. This included measures to improve the prevention and the preparedness for ship accidents as well as methods for managing the coastal zones.The issues concerning safe transportations, oil combatting and coastal management has a clear transnational link as they deal with the environment and transports which are transboundary issues in themselves. Through Baltic Master local and regional actors were given the possibility to cooperate with each other as well as with national authorities and universities in a international forum and herein construct joint solutions to common problems.The project consisted of four work packages. Each work package entailing several activities and outcomes such as, scenarios, interactive seminars, think tanks, conferences, exercises, studies and reports. The titles of the four work packages were:1) Preparedness and Division of Responsibility2) Safe Transportation at Sea3) Sustainable Spatial and Regional Development4) Communication and Dissemination Achievements: The main outputs of the project are:- Guidelines for local and regional preparedness- Vision of the PSSA 2020- Tool for Marine Spatial Planning- Action Plan for the Baltic Sea RegionBaltic Master resulted in better solutions for local and regional preparedness with concrete examples on how to develop, maintain and exercise a contingency plan based on cooperation and experiences from actual oil accidents in the Baltic Sea. The work on ICZM resulted in new suggestions on how a local/regional authority could use ICZM when planning for a safer and sutainable coastal zone. Finally, the Vision of PSSA has proven to be a political document uniting regional decision makers in the Baltic Sea around the demands for a safer transportation system at sea.Partnership: 40 partners from seven countries in the Baltic Sea Region participated. Region Blekinge from Sweden was the lead partner (main responsible for the project). The partnership was cross-sectoral, including municipalities, regions, national authorities, and international organizations in order to facilitate co-operation between different levels of society. Several universities and research institutes were also partners.The partners as well as networks such as Euroregion Baltic, CPMR; BSSSC and Baltic Sea 7 Islands will maintain the results for use by new organisations with an interest in ocontingency planning and coatsal management. A follow-up project is under construction.
