The project proposed by „Virgil Madgearu” Tehnological Economic High School entitled „High Quality Institutional Management for Successful Education” comprises a 12-day mobility of a group of 10 teachers. The target group is formed of people with managerial positions in our institution (headmaster, deputy headmaster, members of the School Administrative Council, heads or members of important committees such as The Quality Assurance and Assessment Committee, Form teacher Committee, heads of the methodical committees etc.). The 10 days of the course in Lisbon – Portugal will be organised by CASA DA EDUCAÇÃO - Sapere Aude in collaboration with a range of renowned educational institutions from Lisbon, and this course meets the needs identified by our institution, as it follows these objectives: 1. Improving our institutional communication and management skills; 2. Developing our ability to comprehend the decentralisation process for its efficient implementation; 3. Adapting our management for different levels of education; 4. Efficient use of human and material resources 5. Constant training of our human resource in order to develop competences needed for the specialised subjects, for foreign languages, Informatics or those required by different responsibilities within the school; 6. Consolidating the School – Local Community partnership (family, local authorities, economic agents) and building partnerships with institutions from Europe, having in mind the transfer of good practice. The necessity of this project derives from the permanent change taking place in the Romanian educational system and among these new elements of maximum interest is the one of decentralizing education. This process compels both the educational institutions and those taking decisions in ministries and inspectorates to adapt their discourse, to get ready and be capable of assuming the decisional act at the institutional level. In this context, our project meets the need of training the management team and the other decisional factors at an institutional level, to successfully overcome the change, to be able to anticipate the problems that the decentralization process involves and to identify the best solutions. During the mobilities, the 10 beneficiaries will attend workshops, seminaries, roundtables, debates, direct observation, case studies and not least, they will benefit from examples of good practice and direct observation of the management in famous educational institutions from Lisbon (Navegador Rodrigues Soromenho School – which covers all levels of study as our institution, ESCOLA DE COMÉRCIO DE LISBOA – with a similar profile to the one of our school, Valsassina College – famous in Portugal as a successful model of decentralization, ESCOLA SEC. MARQUÊS DE POMBAL – with a long tradition of providing VET in the field etc). After participating in this training course, the beneficiaries will improve / edit programmatic documents, important for the educational management, with a role in coordinating the activity in our school: PAS, procedures of organization and internal communication, assessment of the teachers and of the educational act, of organization of the activities of formal and non-formal education (extracurricular activities). Based on the experience gained, we will edit the project magazine including articles/materials about the five major themes: decentralization of education and the laws in force, ensuring quality in education, institutional communication, assessment instruments and the partnership with the local community and educational activities. We appreciate that by taking part in the course “High Quality Institutional Management for Successful Education”, we shall have as a first benefit an improvement in the quality of the programmatic documents, training some key people in our school in the field of educational management and consolidating the management team at the school level. On medium and long term, we will register an improvement of our school’s activity in different fields: internal communication, internal assessment, the activity of the Quality Assurance and Assessment Committee, an efficient educational activity centred on students and their needs, improving the relationship between school, community, local authorities and economic agents. We appreciate that the most important benefit is the training, having in mind the changes involved in implementing the process of decentralization in education. All these benefits will be presented and placed at the disposal of other institutions / schools interested in the problems of decentralization and quality management in education, through dissemination activities, through posts on the school’s site and donations of the magazine’s issues to the House of Teachers.
