The french youth councils allow young people to dialogue with elected people in the frame of thir city, departement or gegion. They work on project of general interest. Through their action, they participate to the public policies and develop their use of expertise. This project contributes to the implementation of the joint recommendation from the Structured Dialogue process in general and the European Youth Conference in Riga (March 2015) recommandation on the strengthening of local and regional youth councils in particular. This implementation will be carried out in the French context and can be raised at European level. The theme of the fourth working cycle covers the topic of Youth Political Participation. We aim to launch a debate and to reflect about the following issues: strengthening of youth councils; identification of solutions, propositions to improveand advocate the question of mandating local and regional participation in France. The result of the discussion will be a call to public authorities (Proposals to strengthen youth councils following the recommendations of Riga) as part of an exchange during the Anacej Congress in Strasbourg in October 2016.The objectives of this project:- Ensuring the concrete implementation of a joint recommendations of the Structured Dialogue process- Identifying the levers for sthrengthing youth councils with youths, professionals and elected people- Involvement of young people and decision makers for the practical implementationThis project aims to :- Enable young people involved (with differents engagements) and policy makers to think about the implementation of the recommendation of Riga.- Integrate better the Structured Dialogue process at a national level- Foster the implementation of a European recommendation at national level- Respond to young people will on the strengthening of youth councils- Develop Anacej's advocacy work on this topic- Develop further participation mechanisms in FranceThe actions will be:- A themactic day "Are the youth councils a exceeded form or a model ? "- An online consultation- Street interviews- A final seminar in Strasbourg- a process lead by the group of youths and elected peopleParticipants of this project will be :youth involved in youth councils,youth from the network from the Missions Locales,youth volunteers,youth from the Juniors associations, young people engaged in youth associations like Jets d'Encre, MRJC, FAGE and JOCYoung scouts and scouts of France participate in this project.Professionals and elected people of the Anacej's network will take part to this project because they can bring their experience from different territories.The Board of Anacej composed of elected officials, association leaders and young people in the youth committee will be involved in this processFinally, there are a group "Les Capteurs" that will be four young Youth Committee (2 girls, 2 boys) and 4 members of the Board (2 women, 2 men), young people involved (one representative for each structure) and a journalist, researchers, ... they will be involved in this project to confront their experience on this issue.The result of this work will be a call about youth councils addressed to a national and European level and through the National Working Group coordinated by the CNAJEP.
