Laboratory of Ideas to Empower Young people to take part on Local Employment Decision Making Processes

Youth unemployment in the Southern European countries most affected by the crisis amounts to approximately 43%. Particularly in countries that will be part of this consortium: Spain, Italy and Portugal, youth unemployment has doubled between 2007 (origin of the crisis) and 2013. In Spain, youth unemployment was 20%, and in 2013 it rose to over 50%; in Italy it rose 20% in 2007 to 40% in 2013; and in Portugal from 17% in 2007 to 40% in 2013. The City Council of Lugo wants this project to help reduce unemployment in the field of youth, while encouraging the participation of young people in public life and in solving their own problems. In this regard, the City Council of Lugo is convinced that the solution to these serious problems cannot be found but with the active participation of those affected, who know better than any other actor their own needs, wants, desires, difficulties, prospects, etc. This call of the Erasmus +program, which allows the empowerment of youth and dialogue with public authorities, seems to us a unique opportunity to implement this youth participation in municipal policies. The Council of Lugo want to bet for giving voice to young people and find solutions to the serious situation in which they find themselves, through participatory methodologies and developing a respectful and supportive dialogue. These participatory methodologies are based on different theoretical trends that seek to find new solutions to new problems. These trends are: * Alternative Work Solutions: Experiences of collaboration * New forms of participation versus traditional forms of participation: see how they influence the new forms of participation in citizen awareness and improving employability. * Personal changes that lead social changes: New Trends leading to transforming organizations (ie Human rights based leadership, Appreciative leadership). Furthermore, in accordance with the principles of structured dialogue in the youth field, the following specific objectives for the project are proposed: * Allow a more participatory society, where affected stakeholders can learn how to deal, and whose priority is to co-build problems through the use of a methodology of "collective and participatory design". * Develop empowering youth awareness for reality. * Improve knowledge and understanding of youth between local authorities. * Promote multilevel governance between different (local, regional, national, European) political levels. * Encourage openness to the internationalization of training and participation in European mobility projects. * To promote mutual understanding, solidarity and tolerance among young people from different countries. * Support for exchanges of good practices, dialogue and cooperation between policy makers, practitioners and stakeholders from partner countries. The main activities of the project are: * Meetings of “Laboratories of Ideas” in each participating city * Meeting to exchange findings and organization of the "Recommendation for Youth Employment" * Advocacy in the respective councils of the cities involved in the project. Through the activities described below, the YOUNG LAB project aims to obtain concrete results as a series of "Recommendations for Youth Employment" which may have a political impact not only locally, but also regional, national and European. The project is made up of three organizations from different countries in Southern Europe: Portugal City Council; Italian youth organization, and the City Council of Lugo. In all these countries the needs identified among the target group of the project match together. YOUNG LAB will count on the participation of 70 young people, broken down as follows: - Spain: 20 youngsters and 10 decision-makers and experts in the field of youth. - Italy: 10 Youngsters and 5 decision-makers and experts in the field of youth. - Portugal: 10 youngsters and 5 decision-makers and experts in the field of youth.
