European Union is developing the unitary Life-Long-Learning system which concentrates on competence-based approach and brings in focus the competences gained by practical and theoretical learning both in standard vocational education level and in skill conversion. This process constitutes the new demands for drawing up new curriculums and gives a new sense to the whole learning process. The Estonian Republic, being a part of the European educational system, has also directed our course in creating a new Life-Long-Learning environment and synchronizing it with the Vocational Education System of Europe. The aim of the project “The Best Practices of Competence-based Learning from the European Vocational Schools” is to gain new skills and knowledge from the experiences of different European Vocational schools and put it into practice in creating new curriculums in VET education, which has been activated by the Estonian Ministry of Education and Science during the present school year, and implementing the competence-based curriculums the most successful way at our school. The main aims of the project: 1) getting acquainted with the process of creating the competence-based curriculums at partner schools; 2) acquiring knowledge connected with integrating general and professional subjects and different methods of teaching the key competences and putting them into practice in VET education; 3) acquiring knowledge connected with evaluating the learning outcomes in competence-based learning and using ECVET for evaluating knowledge, skills and competence of the students; 4) getting acquainted with the placement arranging process in European vocational schools and evaluating the learning outcomes of practical training and the co-operation between the school and the practice enterprise; 5) getting acquainted with organizing the learning process in partner schools and with the differences in the case of using competence-base learning. The planned project “The Best Practices of Competence-based Learning from the European Vocational Schools” will contain 3 mobilities to 3 countries, Finland, Germany and Slovenia, with 4 participants in each, during the period from autumn 2014 till spring 2015. The mobility to Finland will take place in autumn 2014, the mobilities to Germany and Slovenia will take place in spring 2015. The groups of participants consist of 1 member of the management (Director, Head of the Studies, Development Director) and 3 members from the department of one specialty field: the Head of the Department, the teacher of professional studies who is responsible for placements and the teacher of general studies. The participants are chosen by their work responsibilities at school, but the most important value is their commitment and desire to develop the quality of the learning process at school. The mobilities take place during one school year to support the implementation of competence based learning at Haapsalu Vocational Education and Training Centre. All the skills and knowledge gained during the visits are analysed and the best practices of the partner schools are drawn together and used for obtaining the quality in arranging the competence-based learning, implementing the competence-based curriculums and organizing the placements of the students. The experiences are shared at the meetings and seminars of the departments to put the best of the gained knowledge into practice as soon as possible. In spring 2015, when all the 3 mobilities have been realized, an all-school conference will be carried out, where students, employees and the representatives of the co-operation enterprises will participate. The participants of the present project will present the results and the planned steps in implementing the competence-based learning during the next school year 2015/16 and introduce the main principles of the competence-based learning and teaching that base on the gained knowledge during the implementation of the present project. During work carried out at the mobilities the participants make new contacts and communicate concerning the further cooperation in developing the curriculums, arranging the placements for the students and the practice of the teachers.
