JASON 2 and how Training Organisations Implement New Skills in an Openminded Network

The project "JASON 2 or TOISON" is motivated by two observations made : - 2010, through a national report. It placed the Academy of Dijon among those with a very low completion rate of European mobility , especially in vocational training. Following this, a first mobility project was implemented within the framework of Leonardo da Vinci (VET-PRO), to the special attention of training counselors and work supervisors from High schools ( 30). If this first experience was indeed a success , it seems that the European culture of supervisors / actors of vocational training in Burgundy remains particularly low . - Indeed, a second observation pointed a new fact : the evaluation of 2007-2013 European programme , organised by the Ministry of Education in June 2013 , showed how our academy remains low rates of European mobility projects. If few shares are created , one of the main reasons remains that headmasters (or people having "the decision") are finally not convinced of the benefits of opening up to Europe or to integrate a mobility experience with a European partner. Moreover, the negociation of European priorities in Burgundy concerning the "Agenda 2020", has clearly pointed the lack of European culture of the managers and academic leaders , all having apparently some difficulties to project themselves into a redefinition of European vocational education and training . The renewal of the 2014-2017 academic project of the Rectorat of Dijon ( like all rectors in France ) has clearly designated the opening of European projects and activities as the PRIORITY . For this, the GIP- FTLV (means L.L.L.) of Burgundy , academic development organisation , associated with DAFPIC / Academic Delegation for initial and continuing vocational training , proposed a new action in the Erasmus + programme Key 1 , to proceed without delay , to an academic project, in the direction of ALL Initial and Continuing training actors(primarily supervisors like principals, department headmasters , directors, advisors , work supervisors and trainers and teachers more concerned by some issues . Thus we have built a mobility project towards 7 partner-countries , some of them have already worked with us (Nb : 3 of them are not listed in this form because they don't have PIC-Code during the construction of this proposal , but they are registered in the appendix) . The idea is to drive a project in two directions: - To meet the individual expectations of future participants (European, professional , intercultural interests... ) - To pilot a global academic project focused on more "political" and strategic objectives. Our partners have been selected for their know-how and European management (Belgium , Finland) , their expertise in some specialized areas (like D / with wind energy ) , their strategic location in Europe(Czech Rep.) , their knowledge in certain areas ( Esp = tourism, Sweden = Foad ) , their involvement in cross-functional themes (Poland = entrepreneurship ) . We expect a lot, but mainly a " bottom-up effect " to promote European culture in our region, where people export themselves finally very bad and where the rate of unemployed young people is rising . This project will benefit from a major structure (with significant support from GIP- FTLV and its European unit , as well as the help of a pilot group / project ) to communicate this experience and good practices , new knowledges and , more simply, to generate interest among supervisors and ultimately learners . An evaluation will be done at several levels , involving all partners in this project. We expect to learn from this experience: internal and external dissemination will be done through different communication means at regional, national and European levels. We are also studying the possibility to realize a national production (booklet, report, CD, film ...) in order to sensibilize on the necessity to train the trainers and education supervisors and actors.
