It is a well-known fact, that Polish- Ukrainian borderland is rich in historical and cultural landmarks. At the same time, not so many foreign tourists go beyond major cities like Lviv or Lublin. Even for the people living in these regions, many places remain undiscovered. In fact, the border region and small tourist- historic cities of Ukraine and Poland have very high potential in terms of becoming tourist centers: pilgrimage and religious tourism, centers, castle tourism centers, historical heritage centers, agro- and eco-tourism centers, health and recreation centers, ski tourism centers, attraction and cognitive-cultural tourism. And only a very small part of this potential is used today. According to UNWTO, Ukraine and Poland (each) are able to host up to 60 million tourists per year, which is more than double of current figures.The project is expected to create an efficient and effective cooperation network on the basis of small tourist towns of cross-border region. Regional cross-border cooperation in the fields of tourism and culture, established within the umbrella project, has a great potential. For the first time Ukraine and Poland will agree on joint actions to create a favorable image and targeted marketing of its unique tourist products. The project will become a unique catalyst for a great instrument of change, based on an effective cooperation of four agents: cross-border partnership: local authorities-local communities-local business.This co-operation will allow partners to exchange and enrich the experience gained. It is important that all proposed measures have been designed in detail by Partners of micro-projects; they are up-to-date, synchronized with each other and economically realistic. "Nothing about us without you" - this is the motto of joint marketing activities for the umbrella in general and for each of the micro-projects in particular. Joint research and popularization will be provided for Ukrainian and Polish travel products. For example, information booths at tourist fairs will have name and logo of joint cross-border region. Print and electronic advertising media for promotion of cross-border tourist products to be issued in Ukraine and Poland, will be developed by same teams of editors and consultants and will contain the logo of the region. Overall objective of the project is to increase of inbound and domestic tourism contribution into the economy of Lviv Oblast, Podkarpackie and Lublin Voivodships, and improvement of social security and the standard of living for the residents of border region within 5 years after the project realization. This objective is to be achieved through such specific objectives as increase in the average yearly number of tourists in Lviv Oblast, Podkarpackie and Lublin Voivodeships for about 3,55% (baseline – the total number of tourists in regions mentioned: 1 410 000 tourists/per year (Lublin Voivodeship: 800 thousand foreign tourists; Podkarpatskie Voivodeship: 600 thousand foreign tourists; Lviv Oblast: 10 thousand foreign tourists data on tourism in 2010), target – increase in the average yearly number of tourists in regions for 50 000 tourists/yearly) during 5 years after project realization; decrease in the average unemployment rate in Lviv Oblast, Podkarpackie and Lublin Voivodeships for about 1,30% (baseline – the average unemployment rate in regions mentioned: 11,3%, statistics data in 2010; target average unemployment rate – 10,00%) during 5 years after project realization; increase in the number of entrepreneurs involved in tourism and related industries in Lviv Oblast, Podkarpackie and Lublin Voivodeships for about 30 entities (baseline –1000 entrepreneurs in 2010; target – 1030 entrepreneurs) during 5 years after project realization. The efforts of 10 micro-projects will joined together for achievement of common goals. The project involves creation of cooperation network between small and large tourist cities of Ukraine and Poland, information campaigns, trainings and study tours, info-tour for journalists, publications, films, research of the tourist potential, creation of the data bases, web-sites, establishing tourist-informational signs, development of geo-informational system, production of promotional materials etc. The project team is very optimistic about reaching set goals as both ideas and methods of the project are innovative and in line with the trends in todays tourism markets. Besides, for many organizations involved in the umbrella project, it will be a unique opportunity to use a new approach and best practices for local development. And the public is exited too, expecting new and interesting tourist destinations!The Lead Partner of the Umbrella Project (Association Lviv Tourist Board, Ukraine) and its Partner at the first level (Przemysl Regional Development Agency, Poland ) are responsible for umbrella project management and overall management over 10 micro-projects: Micro-project 1. Supporting the development and harmonisation of cross-border cooperation among Ukrainian and Polish organisations and local self-governments (implemented by Lviv Regional Branch of the Association of Ukrainian Cities and Municipal Association WISŁOK); Micro-project 2. Formation of innovative cross-border tourist products and common promotion of Lviv oblast, Podkarpackie and Lublin voivodships (implemented by Department for International Cooperation and Tourism of Lviv Regional State Administration and Gmina Medyka). Micro-project 3. The joint presentation of tourist, ethnic and cultural peculiarities of the city of Ugniv (Ukraine) and Gmina Werbkowice (Poland) on the international tourism market (implemented by Ugniv City Council and Gmina Werbkowice). Micro-project 4. Collaborative presentation of tourist, ethnical and cultural peculiarities of town of Belz (Ukraine) and Gmina Belzec (Poland) on the international tourist market (implemented by Belz City Council and Gmina Belzec).  Micro-project 5. The joint presentation of tourist, ethnic and cultural peculiarities of Sambir (Ukraine) and Gmina Jasło (Poland) on the international tourism market (implemented by Sambir City Council and Gmina Jasło).  Micro-project 6. The joint presentation of tourist, ethnic and cultural peculiarities of Zhovkva (Ukraine) and Gmina Spiczyn (Poland) on the international tourism market (implemented by Zhovkva City Council and Gmina Spiczyn).  Micro-project 7. The joint presentation of tourist, ethnic and cultural peculiarities of the city of Brody (Ukraine) and Strzyżow Poviat (Poland) on the international tourism market (implemented by Brody City Council and Strzyżow Poviat).  Micro-project 8. The joint presentation of tourist, ethnic and cultural peculiarities of Zhydachiv rayon (Ukraine) and Sanok Poviat (Poland) on the international tourism market (implemented by Zhydachiv Rayon Council and Sanok Poviat).  Micro-project 9. Training of personnel in tourist accompaniment of travelling people on cross-boarder tourist routes and cities of Ukraine and Poland (implemented by Mountain Guides Association ROVIN and Polish Tourist Association of Country Lovers, Department named after M. Orlowich in Przemysl).  Micro-project 10. Promotion of opportunities for the development of youth tourism on the border areas of Ukraine and Poland (implemented by NGO Association of supporting development of youth tourism and NGO Creative Podlasie). Expected Results: Practical results and indicators of the Micro-project 1.1. Public awareness of micro-project and Program activities;2. Dissemination of best cooperation practices of small tourist cities in Ukraine and Poland; establishment and support of cross-border cooperation of local government representatives;3. Establishment of new and expansion of existing contacts and partner relationships; discussion of existing problems and outlining of solutions;4. International Forum;5. Promo video film on DVD about tourism and recreational opportunities of Lviv Oblast, Podkarpackie and Lublin Voivodivships;5. Tourist info-tour for journalists from EU and CIS to promote Lviv Oblast, Podkarpackie and Lublin Voivodivships.Practical results and indicators of the Micro-project 3.1. Establishing links and partnerships; current problems will be discussed and their solutions suggested;3. Holding joint exercises in City of Ugniv (during 2 days (16 h), where 30 people from Ukraine and Poland will participate);4. Conducting of joint training and exercises on the territory of Poland (during 2 days (16 h), where 30 people from Ukraine and Poland will participate);5. Holding of the final events in City of Ugniv and Gmina Werbkowice, namely the international conference (in which both partners will participate and guests will be invited, about 100 people). The duration of the events will be 1 day. 6. Database of tourist, cultural and recreational facilities in City of Ugniv and Gmina Werbkowice (1 shared database)/SWOT analysis for the study of tourist attraction and cultural features of City of Ugniv and Gmina Werbkowice (1 report);7. Tourist information signs (2 City-Light), one in each town with the information on their tourist attractiveness and tourism potential of the partner;8. The polygraphic materials about tourism potential of City of Ugniv and Gmina Werbkowice (brochures, leaflets and guides aimed at tourists) with information on the existing tourist infrastructure;9. Active trilingual (Ukrainian-Polish-English) website which promotes tourism and cultural attractiveness of City of Ugniv and Gmina Werbkowice (1 website);10. Short promotional films (2 films) which promote tourism potential and cultural features of City of Ugniv and Gmina Werbkowice (3 minutes each film);11. Portable tourist and cultural information points (2 points).Practical results and indicators of the Micro-project 4.1. To hold information campaign on the micro-project and the Program (2 press conferences, Min. 40 press releases to be sent, Min. 10 publications on the activities within the project);2. Holding joint exercises in the town of Belz (during 2 days (16 h), where 30 people from Ukraine and Poland will participate);4. Conducting of joint training and exercises on the territory of Poland (during 2 days (16 h), where 30 people from Ukraine and Poland will participate);5. Held in the town of Belz and Gmina Belzec final events: the international conference will be held (where both partners and invited guests, nearly 100 people will take part). The duration of the events will be 1 day. 6. Database of existing tourist, cultural and recreational objects on the territories of the town of Belz and Gmina Belzec (one common data base)/ SWOT analysis for the study of tourist attraction and cultural features of the town of Belz and Gmina Belzec (1 report);7. Tourist information signs (2 City-Light), one in each town with the information on their tourist attractiveness and tourism potential of the partner;8.
