Innovative systems for the shared management of the agri-environmental monitoring networks (SIGMA)

Monitoring networks assess the risk of pest infestation for a specific area and inform farmers about it by means of phytopathological reports. The monitoring effectiveness depends on the timeliness of surveys, data processing and dissemination, as well as on the time and space accuracy of the operational indications, which should reach the highest number of users. At present reports are sent out through traditional systems, such as bill-posting in public places, news on the local press, seldom on specialized Internet sites or through the registration by means of telephone hotlines: this kind of activities does not meet the needs of timely and widespread reports in the territory and is therefore losing its effectiveness.This project intends to make up for this deficit by means of short message services (SMS). The choice of the mobile phone is likely to be a strategic choice, given the widespread availability of wireless systems even in the rural environment. Even from the equipment point of view, the conditions of agrometeorological networks in Slovenia and in Italy are quite different: in Italy the existing network must be completed, whereas Slovenia requires also an adjustment of its instruments. This project aims at harmonizing the systems in the two countries, providing a homogeneous system of phytopathological data storage and management and ensuring a highly qualified, accurate and immediate provision of information both for olive and vine-growing. In the framework of this initiative, a Centre for Mediterranean crops will be designed, according to the criteria envisaged for centres of excellence. The basic purpose is setting up a producer-supporting structure (operating in the fields of training, research and development, design, exchange of experience, marketing) in order to promote the typical local products, to carry out a census and to define the native varieties at cross-border level.
