Increasing capacity of LAs in providing e-services in Ida-Virumaa-Leningrad oblast CB areas (e-G2C)

The project aim is to increase the administrative capacity and e-readiness of local and regional authorities in providing socially significant public e-services through cooperation and implementation of e-government solutions in cross-border regions. Limited access to important public information and communication sources increases the urban-rural disparities in the Programme area, hampers people to people communication; execution of rights of the elderly, handicapped and similar groups of population in getting information and services doesn’t match the European human society standards. E-Government development on both sides of the border is different and both sides have their specific problems. It is important to prepare concept and implement cooperative pilot projects to improve service provision, taking into account the need to offer services in partner countries on the same ICT and quality level. Achievements: OutputsTwo most frequently requested services in municipal archives - queries about the working records and burials provided by cross-border archives in Narva (Estonia), Kingisepp and Slantsy (Russia); All 15 archivists in 2 involved archives in Kingisepp and Slantsy (Russia) supplied with personalized ID-cards and special soft environment as a pilot in cooperation with Estonian Certification Center; Specific equipment sets to digitize archive material and exchange relevant documents digitally provided in 3 involved archives; 600 handbooks, 8 000 copies of step-by step Guidelines both for archivists and population of border areas, and Flash animation of Guidelines produced; 2 Conferences, 2 seminars and joint training for target municipalities organised; 10 000 leaflets, 3 newsletters, 7 press-releases and 9 factsheets, 6 articles, 1 promotional stand, 2 internet videos and 1 TV broadcast, 7 webpages developed; Project webpages created and information published on http://www.ega.ee/project/elrii-470ResultsMutual agreements in common procedures between involved cross-border archives in Narva (Estonia), Kingisepp and Slantsy (Russia) established; Involved archives equipped with relevant equipment and guiding documents to start using e-services; Personalized ID-cards, special soft environment and valid certificates give the document real signature with a timestamp; Forms to fill in available on archives’ web-pages for public to make archive query online - a person can sign the query digitally and send it to archive for processing; Three involved municipalities interested in implementing the new services into everyday routine and the need for additional e-services increased; Strong partnership created during the project provides good basis for sustainable development towards better E-government; More than 300 000 people from the programme area and beyond informed on the project results and solutions
