In and Out: Understanding the European Union Beyond Its Borders

Objectives, activities and results. The project intends to develop border management trainings for frontier workers from Romania, Republic of Moldova and Ukraine, as means to improve knowledge and practices on the EU border management. The project will include significant research activities meant to provide an analysis of the current functioning of the EU, to reveal Romania’s path towards EU and to offer the best practices to Ukraine and Republic of Moldova, followed by a training programme for frontier workers of the targeted countries. Moreover, six study visits will be organised in Chernivtsi (Ukraine) and Chisinau (Rep. of Moldova). The project will also include three conferences and three roundtable debates on the latest EU related topics on border management. To ensure the impact of the project, NUPSPA will develop e-learning tools to facilitate an on-going dialogue between the teaching staff, participants, decision-makers involved and civil society. This will ensure an effective follow-up of the activities and will increase the understanding of the debated issues. Reasons for the project. Since 2007, Romania is an EU member state, through its accession changing the borders of the entire organization. The EU set of border conditionalities to be met and the current regional problematic security context induce more pressure and demands towards the creation of an efficient and effective strategy through public policies measures and instruments in order to decrease the recurrence of negative phenomena like illegal migration, human trafficking, drugs, arms, etc. Impact. On short term, the target group of the project will be explained the content of the EU legislation and the activity of the European institutions, which the frontier workers will be able to integrate in their daily working activities. On long term, this project hopes to facilitate the dialogue between the academic world and the policy-makers and to enhance governance of the EU policies.
