Improve the governance and the quality of forestry management in the Mediterranean protected areas. (QUALIGOUV)

Beyond its traditional functions, the Mediterranean forest areas are concerned with new uses, notably in periurban or protected contexts, such as biodiversity, soil and water conservation, carbon storage, leisure… This multitude of functions requires the implementation of new strategies of common actions and participative policies, which imply the different concerned stakeholders. The aim of QUALIGOUV is to attempt the design and the implementation of these strategies and policies, in order to get better governance and a more sustainable management of the Mediterranean forest areas in protected zones. This aim implies a better collaboration between stakeholders of urban centres and those from periurban, rural and forest areas. QUALIGOUV plans to carry out these innovative experimentations (procedures, techniques…) on partners sites. They will be framed by a transnational collective reflection of a peer group. This peer group will be composed of external partners and experts, which will allow to capitalize the achievements of the local experimentations, on the Mediterranean scale. Comparisons on the MED area scale will contribute to the development of common tools. Achievements: State of the art of project implementation since the project startAll Seminars planned have already taken place, included the last one in Sardinia (October 2011). This meetings focused on governance assessment, quality of forest management and local consultation. The presentation of governance tools and the different points of views helped and contribuited to the capitalization work of the peer group, which should identify good practices of the project. Www.qualigouv.eu the website is available with information on the project, seminars, pilot projects etc.Latest project activities and outputsDuring the last period, several actions were implemented or paid in Murcia Region. One of them was linked to the Quality aspects of management in S.E. Natural Park, the rest of them were focused on developing actions defined in previous plans. Nowadays, there exist different Quality systems implemented in the Protected Area, for tourism, conservation or forestry. Nevertheless, efficiency requires just one for the whole activities developed in the Park. The report proposes alternative protocols to integrate monitoring and quality procedures. Master Plans were made individually for the towns that border Sierra Espuña. At this point, it has been made an effort towards a single document that, in the future, can be the -Socioeconomical Management Plan- for the county. Apart from this, the first projects coming from the Master Plan lines, have been designed in El Berro. Finally, management works vinculated to the last payment claim have been implementated by LP and the others partners.Next key steps for the projectFinally, as project´s Lead Partner we have to complete the final documentation and have to answer the questions from STC that allows the validation of the final payment claim. In this way, we may transfer ERDF funds to the others partners.
