Implementing Transnational Telemedicine Solutions (ITTS)
Start date: Aug 31, 2011, End date: Dec 30, 2013 PROJECT  FINISHED

This project will implement transnational telemedicine solutions, at scale, and in a sustainable manner, into everyday practice across the Northern Periphery. It builds on completed and successful health-related NPP projects whilst also moving forward to address the challenges of delivery at scale.Strategic investment in urban-rural partnerships has the potential to transform the uptake of telemedicine in the northern periphery. International clinical networks will be instigated to promote knowledge exchange. Business cases will be developed to ensure the investment achieves its goal. Urban-rural partnerships in a triple helix context will deliver innovative health service solutions in the periphery.Ten demonstrator projects, on the themes of video-consultation, mobile self-management, and home-based health services will be implemented across six partner countries . Two further countries will actively observe the process. Common evaluation methods including health economics will quantify the outputs. We will document and disseminate the benefits of telemedicine solutions throughout the programme area and beyond.Less...Aim & Objectives:The objective of this strategic project, is to implement transnational telemedicine solutions at scale across the northern periphery programme area.Ten demonstrator projects will be initiated across the NPP area. These solutions will aim to display the following attributes: Enable the uptake of transnational best practice Foster the development of transnational knowledge exchanges Create urban-rural partnerships in a triple helix context to deliver telemedicine Implement innovative health service solutions in the periphery Improve accessibilty by situating services in local communities, or in patients homes Reduce unecessary hospital visits and reduce travel for patients and staff Normalise the use of technology into everyday practice Sustain solutions beyond the life of this project Demonstrate cost effective service delivery and provide a return on investment to other geographical areas, and specialties Provide impetus for the further uptake of telemedicince services to other geographical areas, and specialties Assist in the development of ehealth as a key business sector in the region Projects will be planned across three themes: video-consultation (VC) can utilise existing, available and relatively inexpensive technology not yet in everyday practice across the NPP area. This simple technology should be in everyday practice in health service delivery across the Northern Periphery, but there are many geographical areas and specialties where this is not the case. VC services will be rolled out at scale within countries, extended to new countries and expanded to incorporate new specialties to save unecessary travel costs developing mobile self-management to encourage people to look after their own health. There is real potential for patients to participate in their health care more pro-actively and in turn reduce the long term burden on existing services. These technologies can address wider health and wellbeing issues. These types of services are relatively inexpensive to implement at sacle to large numbers of people who have access to mobile phones.developing home-based health services to address the growing challenge of an elderly population with complex health and social care needs. Home based technology can reduce vists to hospital, and keep patients in their own communities. A report by the Rand Corporation across six countries makes the case for home health care technology, but identifies that uptake requires concerted effort by a broad range of stakeholders. Achievements: ITTS implemented transnational telemedicine solutions, at scale, across the Northern Periphery region.ITTS achieved this by:• Improving accessibility, situating services in local communities or in patients' homes• Normalising the use of technology into everyday practice• Fostering transnational knowledge exchangeOutputs (Final Report, ITTS video, Telemedicine into everyday practice, a case for Telemedicine) are available on the projects website.
