Higher education student and staff mobility project

Since the creation of a new establishment in 2011, HEAR increases its efforts on each campus (the Visual Arts campuses in Mulhouse & Strasbourg, and the Academy of Music in Strasbourg) in order to harmonize and develop its global international strategy within the ERASMUS+ programme. Hear has set for 2014 and 2015 these following objectives within its participation to the ERASMUS+ programme: - Offering, through the ERASMUS+ mobility programme, the opportunity to the largest number of students to expend their professional and language skills and thus foster their professional integration into the Art and Design fields. - Encouraging and increasing the number of students participating to the ERASMUS+ training programme instead of choosing the mobility in a partner institution by lack of choice. - Increasing students’ autonomy before, during and after the mobility. - Developing teachers and administrative staff mobility in order to encourage the sharing of good practices related to pedagogy and art school management. Teachers’ mobility also favours long-lasting connexions between partner institutions. In 2014-15, 2 administrative staff members and 4 teachers have participated to a mobility programme. Students’ mobility is more prevalent: 29 students have participated in a mobility study programme, among them 6 left for the whole academic year. Most of the students benefit from the mobility within their first year of Master degree but 3 Undergraduate students (2 in 2nd year of Bachelor and 1 in 3rd year of Bachelor) participated to a mobility study programme. Training mobility is strongly recommanded. Between 2014 and 2015, 4 trainees left for an internship, 3 during the summer vacations and 1 during the academic year. The new financial eligibility requirements reduced to two months internship has allowed to encourage the training mobility during the summer. Furthermore 3 onf 4 training took place in neighbouring countries, we are currently working on the promotion of training opportunities further away. Organisational Support Credits (OM) have allowed us to strenghten promotion and communication towards students and teachers mobility’s on all three campuses. In October, we organised a general information meeting targeting students and teachers in order to present the different mobility options. During November and December we also organised short meetings in order to provide relevant advice in accordance with each workgroup and also to fortify the cooperation with teachers. We support students who came back from their mobility (study and training) in pursuance of a 4 days "experience restitution exhibition" inside the school in November. For all the applicants we have created and designed an international mobility handbook which is also available on HEAR website: http://www.hear.fr/international/mobilite_guide.php We have designed a dedicated space of International relations in all 3 libraries to provide access to partner institutions brochures and students’ study and training mobility reports. On each campus, we are displaying on the “International Relations” board the ERASMUS+ chart as well as funding information, list of partner institutions, information related to language courses and training and internships offers. Moreover we have set up through TAIGA, the academic network and database, an online platform where all that information can be found. Students and teachers mobility is increasing and we are prospecting for new partners. Among the 78 ERASMUS+ current partners institutions, 7 new agreements were signed between 2014 and 2015. The results achieved by the mobility and its impact on the participants have been very positive. Firstly, the language skills have shown great improvements. Within the framework of the Common European Framework of Reference for Languages (CEFR), the OLS platform has revealed an improvement of one level on 7 participants, and an improvement of two levels for 3 participants. Teachers’ mobility has allowed connections between fellow-workers and allowed us to invite teachers / artists from partner institutions to Strasbourg and Mulhouse. Long-term benefits consist of a broader internationalisation of our institution. On the other hand, English Portfolio requirement for students going abroad has been proved useful in other circumstances. Students who participated to a mobility are ready to go abroad again, whether during another academic cycle (from Bachelor to Master) or after their studies. We are also noticing that the numbers of alumni who moved abroad is increasing. However, it is unfortunate that the ERASMUS+ post-diploma training funding programme was not established in France because of the incompatibility of its legislation. Our former students are in much need for this kind of actions/initiatives.
