Higher education student and staff mobility project

The main objective of the Project was to encourage staff to go on exchanges to partner institutions. Of 13 STA grants we used 10 for STA. One STA exchange did not materialise due to the partner instituiton abroad. One STA was converted into a STT. Of a total of 18 grants for staff mobility, 16 have been used. This is a bit lower than earlier years. The main reason for a lower participation of STA might be that the implementation of the new preschool teacher education has been a very time consuming process. Another issue might be that the requirement of 8 hours of teaching is discouraging. The same requirement is also a strain for the international work at our own institution. With smaller resources , i.e. fewer lecture hours for teaching our own students, the lecturers that are planned are kept tight. There is very little flexibility very little open for inbound teachers if the themes are not known at the beginning of the academic year. This proves to be impossible. Also, a system of stricter counting of resources per teacher means than any overtime has to be compensated. There is no system or money to have Erasmus+ STA on a yearly work plan. As a consequence of this rigid system, teachers are not so willing to take on unpaid extra work, especially not if they have to teach the amount of 8 hours in a foreign language. Due to a new national framework for preschool teacher education in Norway, our students can go on exchange in their final year of the Bachelor's programme. The academic year 2014-2015 became a "gap-year" with no out-bound students on exchange.
