High Objectives of National Organizational Reform

The development of a training and retraining system for high level civil servants of the Kyrgyz Republic will help to build a strong, modern and efficient civil service. The project will contribute to this wide objective through developing and implementing a new training scheme that will significantly improve the management of the public sector and the promotion of principles of transparency, ethics and democracy. Specific Objective - Organize training courses carefully designed for different target groups of senior civil servants and civil society representatives on different management topics including: Organization of Parliamentary Work, Human Resource and Management in Public Sector, Fighting Corruption etc.; and develop Institute of Distance Education.Outputs and Outcomes- Provided Training of trainers by Kyrgyz partner universities to their home university's staff in contemporary approaches to public policy development areas (by the end of 1st half of the 2nd and 3rd project years); this will make the system work efficiently.- Developed training materials, modules and courses with adopted international experience for advanced training courses (by the end of 1st project year)- Trained target groups of government officials and civil society representatives more exposed to othercountries’ experiences in solving practical problems (by the mid of the 2nd project year). The effectively developed system will give an opportunity to run these activities after the end of TEMPUS funding and to cover every ministry, agency and department country wide.- Published and disseminated training materials - Developed Institute of Distance Education that will allow to pass the training courses for those civil servants who can not physically attend.
