Bolu, located in the western Black Sea Region is progressing to become a tourism attraction centre with its take offs for flying, lakes, ski resorts, natural resources, historical and cultural context. If alternative activities such as sportive tourism and paragliding can be promoted, it is considered that the region could be rapidly developed. The public has the consensus that the future of Bolu is dependent on tourism. Bolu and in particular the Lake Abant region has been certified as an ideal flying area by the experts on sportive aviation and paragliding As stated in the Bolu Provincial Economic Report prepared by East Marmara Development Agency and Bolu Chamber of Commerce and Industry, it is recommended to give importance to train the staff of public and private sectors. Following the approval of the project, a project management team was established and an online information form has been published on the web site www.bolusportif.com to select the participants. Candidate participants filled in the form with the required information and an excel database has been created containing the participants’ information. In line with the quota given to the partner institutions, 40 participants in total have been selected with the following profile; active members of the partner institutions, have paragliding pilot certificates and are conducting paragliding training in the region, have individual and appropriate flying equipment and have flying experiences in different regions throughout the country. Before the mobility, a 30-hour practical language course was organised to avoid potential communication problems in daily life and during flights. Certificates have been provided after the completion of the course. In addition, pedagogical and cultural preparatory training was conducted in Abant and certificates have been distributed to the participants. News about the project have been published in the local and national press. Social media accounts (Facebook and Twitter) have been activated with project’s name and project activities have been continuously shared on these accounts. Dissemination of the project activities had already commenced before the mobility realised and continued until the end of the project. In Germany, a training program was conducted in cooperation with the host organisation Icaro Paragliding, within the framework of the project’s goals. The programme was planned to be held in 2 groups; for the first group from 25 April to 4 May 2016 and the second one within 17-26 May 2016. Planned training duration was 8 days yet including the weekend it continued for 10 days. During the weekends cultural programmes to Munich, Salzburg and Hallstatt were arranged for both groups. At the end of the training programme participants gained flight experiences in abroad, developed organisational competencies while flying at the paragliding festivals, acquainted with the paragliding training curricula, training methods and improved their linguistic skills. Furthermore, the participants increased their expertise on site by observing the techniques and instruments of the aviation training programmes conducted in the EU. Moreover during the theoretical training they had the chance to use the equipment which is not available in Turkey to test their limits. In addition to the theoretical training programme, the participants managed to fly from various take offs successfully with foreign. The partner institutions have improved their institutional capacity and satisfied the need of qualified trainers through their members who gained international experiences with the mobility. Besides, networking has been established for the organisation of national and international air sports festivals in Bolu. During the project, in addition to the host organisation, many other aviation companies were visited to make cooperation agreements for future aviation and paragliding events to be organised in Turkey. The foreign pilots have also been invited to these events and they positively responded. It was jointly decided by the paragliding clubs to establish strategic partnerships. Besides, awareness on EU citizenship has been formed among the participants. The achievements gained in the EU are considered to contribute to the development of sportive and sustainable tourism economy in Bolu and its surrounding area.
