„Handwerk Mobil - Austausch zur Fachkräftesicherung im Handwerk"
Start date: Jun 1, 2015, End date: May 31, 2017 PROJECT  FINISHED

The project „Handwerk Mobil“ addresses professionals in vocational education and training (VETPRO). Within the project, an exchange of experiences according to the securing of skilled employees in the craft will be made. 26 Berlin VETPROs will pass an exchange with similar institutions in Spain and Austria. There are participants of different trades where it is especially needed to prove innovative concepts of quality management in the crafts. When implementing the 2 flows, that last 4 respectively 7 days, we work closely together with our associate Berlin Chamber of Small Business and Skilled Crafts. The hosting partners are the International Young Workers Exchange organization IFA (Vienna) and the business school FEDA (Barcelona). The participant groups are heterogeneous: there are representatives of SMEs, vocational education trainers and professionals of chambers and guilds. Thus, the target group represents a variety of different actors of the vocational education and training in craft. Especially in the craft sector, internationalization is less developed. On the one hand there is a lack of experience to put local topics into a European dimension. On the other hand, markets for SMEs become more international. There are more people on the regional job markets, who acquire their vocational training in other countries. Additionally, there are problems - like the securing of skilled employees - that have to be managed in an overall European frame. Therefore, common strategies and a mutual learning process are profitable for all parties. A lack of skilled employees on the one hand and a high level of unemployment among adolescents with special needs and low qualifications on the other hand are topics that are very present in Berlin. These topics are especially related to the craft sector where apprenticeship places often could not be filled. At the same time, there are many possibilities in craft to employ adolescents with special needs. By executing the exchange, good practice related to the securing of skilled employees will be realized and, if applicable, transferred. The participants get to know new competences they can practice in their company and that improve the quality of the vocational training. Adolescents that are in the initial vocational education benefit from the internationalization of the persons responsible for the vocational training. Compared to students, the young people are still not sufficiently involved in European mobility projects. The more trainers recognize the European dimension of the vocational education and training and establish new contacts to foreign institutions with the help of exchange projects, the earlier they can expand the adolescent’s horizon and support them to participate in mobility projects. In workshops and seminars, the participants shall extend their knowledge and acquire new impulses for the learning and training practice. They will get a deeper insight into the vocational education and training system of the host country. Furthermore, they shall exchange in relation to questions both about quality assurance in the initial and continuing vocational education and training and how craft as a professional field can become more attractive. At the same time it shall be discussed, how new target groups could be acquired and how they can be supported according to their specific needs. Additionally, the question, what kind of possibilities there are to reduce the high dropout rates during the training, will be debated. Good practice examples shall be assessed for transferability and be enhanced together with the transnational partners. It is expected that the participants together name solutions that they profitably contribute to the initial and continuing vocational education and training of the respective sectors. Thus, the quality will be improved and assured. Concerning the involved partner institutions, the cooperation between educational establishments, institutions, companies as well as the transnational vocational education and training cooperation will be encouraged. The VETPROs acquire a variety of different knowledge and competences: they will get to know current trends and innovations in the vocational education and training in craft and will get impulses for increasing attractiveness of an occupation in craft. After the exchange they apply their knowledge and competences in the daily vocational education and training practice. Thus, the quality and attractiveness of the vocational training in their institutions will be enhanced. As the VETPROs act as multipliers, they also make the knowledge available to their colleagues. Furthermore, through the exchange, an increased internationalization of the vocational education institutions and establishments is expected. The transfer and the reproduction of the results via workshops and disseminations is supported by the BGZ and the Berlin Chamber of Small Business and Skilled Crafts.
